About The Position

The State Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through its accounting, disbursing, payroll, internal controls, data management, eCommerce, and financial reporting systems that serve state agencies, employees, and the public. The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner. This position is in the BEST Shared Services Payroll Operations area. It is part of a team responsible for generating, auditing, and reconciling payroll results for monthly and bi-weekly payroll cycles paying approximately 90K employees. The role and responsibilities of this position require a high level of confidentiality and professionalism; as well as compliance with statutory regulations and adherence to standardized processes with a commitment to data integrity and accuracy. The position answers complex questions about pay calculations and rules, payroll deductions and the impact to withholding taxes, and the effect of HR/time/payroll inputs on payroll results. This position communicates with individual employees, State Agencies, HR/Payroll staff, and Third-party vendors to resolve errors and issues with employee pay and deductions. Requirements

  • Ability to gain in-depth knowledge of the SAP Payroll module and its functionality, Employee Self Service, and system reporting tools such as queries, online reports
  • Proficient in Excel spreadsheet, word processing, email, and presentation software
  • Ability to gain an in-depth understanding of pay calculations according to state/federal policy, laws, and regulations
  • Ability to analyze detailed payroll and HR data to identify trends, issues and errors and effectively communicate findings to stakeholders
  • Ability to combine multiple data sources such as online transactions, reports, queries to find the root cause of errors and make appropriate resolutions
  • Proven ability to maintain confidentiality of sensitive data, exercising sound judgment and discretion in gathering and evaluating personal data
  • Strong attention to detail
  • Ability to comply with statutory regulations and standardized internal business processes
  • Bachelor’s degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution and one year of experience in business or HR/Payroll consultation, process improvement or requirement gathering in an information technology, payroll, or HRIS environment; Or an equivalent combination of education and experience.
