Performs highly complex (senior-level) consultative services and technical assistance work for the Texas Water Development Board (TWDB) State Programs, with emphasis on the Texas Water Fund (TWF) and conveyance coordination responsibilities. Work involves planning, developing, and implementing internal and external guidance to ensure consistent and compliant program administration. Responsible for establishing program goals and objectives. Develops guidelines, forms, procedures, policies, rules, regulations, and schedules. Establishes priorities and coordination with cross-divisional and/or cross-agency teams. Serves as a subject matter expert for TWDB state-funded programs and represents the agency before internal and external stakeholders, including governmental entities and public groups. Oversees and/or participates in special projects/programs as assigned by the Manager, Division Director, Assistant Deputy Executive Administrator, or Deputy Executive Administrator. May train others. Works under limited supervision, with moderate-to considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Program Administration – State Programs Department.
