About The Position

The Subject Matter Expert Tax Processing Systems provides senior-level technical leadership and deep domain expertise supporting complex, enterprise-scale tax processing environments. This role is responsible for system analysis, modernization planning, and technical execution across legacy mainframe and distributed platforms, with a strong focus on system integration, business process alignment, and large-scale application transitions. The Subject Matter Expert will serve as a trusted advisor for tax system architecture, modernization initiatives, and operational improvements.

Requirements

  • Bachelor’s degree from an accredited college or university in: Computer Science Information Systems Engineering Business Or another related scientific or technical discipline
  • Minimum 7 years of general experience in the Information Technology field
  • At least 5 years of specialized experience directly related to the required area of expertise
  • Meets the requirements of the Subject Matter Expert labor category as defined in applicable CATS+ labor classifications
  • Ability to support moderately complex to highly complex systems
  • Availability to start within 15 days of Notice to Proceed

Nice To Haves

  • 20 years of experience as a senior systems engineer supporting tax processing systems
  • 10 years of system engineering experience supporting tax processing systems for state or local government environments
  • 5 years of hands-on experience with the Revenue/Government Premier integrated tax processing platform
  • 20 years of experience with mainframe technologies, including: IBM DB2 DML COBOL CICS SPUFI QMF IBM Job Control Language (JCL) and related utilities
  • 20 years of experience with distributed technologies, including: SQL Globalscape Electronic Data Interchange (EDI) standards
  • 15 years of experience transitioning applications from mainframe environments to enterprise integrated systems
  • 15 years of experience performing tax-related business process analysis
  • 10 years of tax-related business process analysis experience within state or local government environments
  • Master’s degree or higher in a related technical or business discipline (preferred)

Responsibilities

  • Define, analyze, and document requirements for complex tax processing systems and supporting technologies
  • Lead system engineering efforts for enterprise tax processing platforms, including legacy and modernized environments
  • Provide technical direction for modernization initiatives, including transitioning applications from mainframe-based systems to enterprise integrated systems
  • Support and optimize integrated tax processing platforms, including Revenue/Government Premier solutions
  • Perform in-depth tax-related business process analysis and translate findings into technical solutions
  • Coordinate and manage system evaluations, technical recommendations, and implementation strategies
  • Provide expertise in both mainframe and distributed system architectures
  • Analyze system performance, scalability, interoperability, and data exchange standards
  • Collaborate with cross-functional technical and business stakeholders to ensure alignment with organizational goals
  • Support operational planning, system integration, and long-term modernization roadmaps
  • Document system designs, technical processes, and analysis artifacts
