Position Summary The Supervisor, Transmission Staffing will lead recruiting efforts for the Transmission and Substation Engineering organization. This role will be responsible for executing the staffing strategy aligned with the Transmission growth plan through 2030, including full-cycle recruiting, workforce planning, pipeline development, and coordination with HR, business leaders, and external partners. The Supervisor will play a critical role in scaling talent acquisition to support a projected increase of over 900 employees and contractors across PD and C&DS.

Requirements

  • Bachelor’s degree in Human Resources, Business, Engineering, or related field; Master’s preferred.
  • 7+ years of recruiting or talent acquisition experience, including 3+ years in a supervisory role.
  • Experience supporting technical or engineering functions, preferably in utilities or infrastructure.
  • Strong knowledge of employment law, recruiting systems, and workforce planning.
  • Excellent communication, coaching, and stakeholder engagement skills.
  • Ability to manage multiple priorities in a fast-paced, matrixed environment.

Nice To Haves

  • Familiarity with Oracle HCM or similar ATS platforms.
  • Experience with contractor workforce management and vendor oversight.
  • Understanding of transmission engineering, project management, or construction staffing needs.

Responsibilities

  • Strategic Staffing Execution Lead recruiting operations for Transmission and Substation Engineering, aligned with the Phase III staffing expansion plan.
  • Manage annual hiring targets based on scenario-based projections (Current, Prior, Stretch), including attrition and internal movement.
  • Partner with HR leadership to monitor hiring progress and adjust strategies as needed.
  • Team Leadership & Coordination Supervise a team of recruiters, sourcing specialists, and coordinators supporting Transmission staffing.
  • Provide coaching, performance feedback, and development planning for recruiting team members.
  • Coordinate recruiter assignments across business units and ensure alignment with WIN Room and Business Recruiting Support teams.
  • Workforce Planning & Pipeline Development Collaborate with Transmission leadership to forecast hiring needs and develop talent pipelines.
  • Support rotational programs and direct-hire strategies for PM/CM and engineering roles.
  • Expand outreach to universities, military events, and technical programs to attract entry-level talent.
  • Compliance & Process Optimization Ensure recruiting practices comply with federal, state, and local employment laws.
  • Audit job postings and hiring documentation for accuracy and compliance.
  • Partner with Legal, Employee Relations, and HR Compliance on sensitive hiring issues.
  • Vendor & Stakeholder Management Manage relationships with search firms, staffing partners, and job board vendors.
  • Oversee external recruiting spend and drive cost-effective sourcing strategies.
  • Serve as the primary contact for executive-level candidates within Transmission.
  • Data & Reporting Track and report recruiting metrics, diversity outreach, and hiring progress.
  • Provide insights to HR and business leaders on hiring trends, bottlenecks, and opportunities.
  • Contribute to annual recruiting surveys and benchmarking efforts.
