POSITION DESCRIPTION COUNTY OF HAMILTON, INDIANA POSITION: Survey Party Chief DEPARTMENT: Surveyor WORK SCHEDULE: 7:30 a.m. - 5:00 p.m., M-F STATUS: Full-time FLSA STATUS: Non-exempt HOURLY RATE: $35.1336 per hour To perform this position successfully, an individual must be able to perform each essential function of the position satisfactorily. Incumbent serves as Survey Party Chief for the Hamilton County Surveyors’ Office, responsible for assisting in surveying, calculating field notes, and preparing related drawings and other documents.

Requirements

Associate Degree in surveying, civil engineering, architecture, or related area, possess ACSM Certified Technician, and a minimum of three years of relevant experience, or equivalent combination of education and experience.
Working knowledge of and ability to make practical application of civil engineering principles and terminology, county geography and topographic surveying, and knowledge of design software.
Working knowledge of county land areas and applicable state, federal and local codes, and terminology, with ability to accurately read, interpret and use land documents, such as legal descriptions, deeds, engineered drawings, annexation ordinances, aerial photos, and various maps.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and detailed reports.
Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, presentation, email, internet, and Department-specific software systems, network, computer aided drafting, GIS, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Ability to effectively communicate orally and in writing with co-workers, other County departments, municipalities, engineering and surveying firms, contractors, regulating agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to perform advanced arithmetic calculations, compile data, prepare surveys and engineering drawings.
Ability to properly operate various office equipment, such as computer, printer, plotter, copiers, digital camera, fax machine, calculator, and telephone.
Ability to analyze, read and interpret detailed prints, technical reference materials, specifications, and various aerial and plat maps.
Ability to properly use surveying equipment, such as GPS, Data Collectors and construction levels, and survey total station.
Ability to properly and safely operate jack hammer and shovels, and physically perform essential duties of the position.
Ability to understand and follow oral and written instructions, and appropriately respond to constructive criticism.
Ability to work alone and with others in a team environment, and maintain appropriate, respectful interrelationships with co-workers.
Ability to competently serve the public with diplomacy and respect, including during occasional encounters with irate or hostile persons.

As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.

Responsibilities

Serves as instrument and rod technician on survey crews, including carrying, setting up and operating global positioning system equipment, such as laser and construction levels, and survey total station, and collecting data regarding drainage, such as angles, contours, points, and elevations.
Assists in perpetuating government survey monuments and vertical control monuments, including inspecting existing monuments, preparing references and other documentation, and moving monuments as needed, including breaking and removing concrete, assisting in loading monuments on truck, driving to new sites, mixing/pouring concrete, and resetting monuments according to specifications.
Supervises survey technician and part-time laborers, including providing training and corrective instruction, delegating work assignments, and ensuring proper completion of assigned tasks.
Responds to inquiries regarding monumentation and surveys, including researching/providing information on computer and on documents as requested.
Assists with plans, specifications, construction field checks, and as-built drawings for drainage projects as assigned, including calculating field notes, preparing drawings, entering survey data on computer and GIS database, determining, and calculating drainage sheds.
Periodically performs field work for global positioning system, such as conducting satellite observations for aerial photograph and contour mapping.
Periodically inspects subdivisions for proper monumentation, reviews plan for proper information.
Periodically assists in the Annual Corner Perpetuation Program. and annual field checks on all USGS, Harn and other points in the county.
Serves as department fleet manager, including scheduling maintenance and repairs as needed, and maintaining related records.
Periodically assists in preparing requests for proposals for various projects as assigned, such as section corner replacement, and GPS and aerial photography projects.
Occasionally assists with answering telephone, taking messages or transferring to appropriate department or individual.
Maintains current knowledge of surveying and engineering issues by periodically attending classes, seminars, and meetings.
Periodically performs duties of Survey Manager in their absence.
Periodically assists other department personnel as needed or as assigned.
Performs related duties as assigned.
