About The Position

Responsibilities Responsibilities Sets the mission and vision of the IT organization to foster business-oriented culture and mindset Guides organization in prioritizing limited IT resources and spending to support a portfolio of technology systems and capabilities that drive organizational success Leads the development of the IT strategy and roadmap; ensures its integration with the enterprise’s strategic planning process, and the resulting business strategy and plans Ensures cost-effective delivery of IT services to meet those business goals, and can respond with agility to changing business priorities Collaborates with executive leadership and business partners to define and execute the digital business strategy Maintains currency on new technologies and platforms and provides direction on what emerging technologies should be assimilated, integrated and introduced within the enterprise. Provides strategic direction in the IT organization’s innovation efforts Provides strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management Develops and controls annual operating and capital expenditure budget for IT Enhances the capabilities of IT by leveraging a multitude of resources, both internally and externally Directs the development of IT sourcing strategy and provides executive oversight for strategic vendor and partner relationship management Develops and maintains an IT workforce Leads the establishment and execution of a digital workplace strategy that ensures employees have the tools and work environment to be more engaged, productive and effective Serves on enterprise planning and policymaking committees; drives the development of enterprise technology standards, governance processes and performance metrics to ensure IT delivers value to the enterprise Serves as Chair of the IT Governance Council, developing and overseeing Centra’s IT Governance framework to ensure it is effective and up to date Advises on industry best practice IT infrastructure for new construction and major renovation or expansion projects, in collaboration with Centra’s Facilities Design and Construction Department Ensures the integrity and reliability of computerized information systems, communication systems, and office systems, including the security and reliability of data acquired and stored Maintains pace with technological progress, economic change, and enterprise needs by directing continual improvements of IT staff, equipment, and procedures AI leadership / duties Leverages AI and Machine Learning to drive AI efforts and ensure that AI ambition translates into tangible outcomes Leads the design, implementation, and optimization of AI-powered agency operating systems to ensure they support business goals and operate securely and efficiently Qualifications Required Education : Bachelor’s degree in computer science, Information Systems, Business Administration or related field, or equivalent work experience Preferred Education : Master’s degree in computer science, Information Systems, Business Administration or related field, or equivalent work experience Required Experience : Fifteen (15) or more years of experience in IT in health care or a related industry, including significant experience in a leadership role. (See preferred leadership experience below). Demonstrated experience in IT strategic planning, organizational design and development. Preferred Experience : Five (5) or more years of leadership experience in health care or a related industry, leading large, cross-functional teams and/or enterprise-wide programs. Demonstrated success in influencing senior-level management and key stakeholders. Proven experience or demonstrated capability in leading IT transformational initiatives in complex and dynamic environments by taking advantage of digital opportunities to innovate business models and to enable digitalization. Knowledge of and experience with Oracle Health (Cerner) and/or Allscripts or other leading software/SaaS products and IT systems translatable to Centra’s technology stack. Experience managing, including a working knowledge of, a variety of platforms and of system deployment in a heterogeneous environment with a clear vision of how to use information technology to track, assess and improve productivity, performance and delivery of service. Experience with data warehousing and data analytics. Oversight of IT security and managing cyber threats and response to cyber events. Relevant knowledge of the healthcare IT environment and experience with matrix reporting relationships and project management. Skilled in supervision of employed staff and vendor partners, writing, budgeting and finance, organizational design for an IT department, time management, project management and delivery, and oversight of RFIs/RFPs for software/SaaS products and systems integration.

Requirements
