About The Position

The Systems Team Leader position is crucial to lead a Technical Team and contracted resources in supporting, designing, and enhancing software application programs which provide services to the Department of Health and Human Services’ Office of Aging and Disability Services (OADS), Office of Children and Family Services (OCFS), the Office of MaineCare Services (OMS), Office of Behavioral Health (OBH), Office for Family Independence (OFI) and Maine Centers for Disease Control (MeCDC), Riverview Hospital and Dorthia Dix Hospital. TELEWORK OPPORTUNITY: The employee in this position currently has the opportunity to work from home as much as 90% of the time.

Requirements

  • Knowledge of application development principles, practices, and methodologies, including SDLC and Agile approaches
  • Knowledge of enterprise application architectures, system integration concepts, and data management practices
  • Knowledge of information security principles, privacy requirements, and accessibility standards applicable to public-sector systems
  • Knowledge of IT governance, change management, and quality assurance practices
  • Knowledge of public-sector procurement processes, including RFPs, contracts, amendments, and vendor management
  • Knowledge of State of Maine information technology policies, standards, and compliance requirements (or ability to acquire such knowledge)
  • Seven (7) years of progressively responsible experience in application system analysis and programming including a minimum of one (1) year in a working supervisor role -OR- a Bachelors Degree and 3 years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role -OR- a Masters Degree and 1 year of progressively responsible experience in application systems analysis in a working supervisor role.

Responsibilities

  • Lead and supervise an application development team responsible for the design, development, maintenance, and support of state enterprise applications
  • Provide day-to-day technical and administrative leadership, including work prioritization, performance management, mentoring, and professional development of staff
  • Collaborate with business owners, program staff, and agency leadership to translate business needs into technical requirements and solution designs
  • Oversee the full application lifecycle, including planning, development, testing, deployment, maintenance, and retirement of systems
  • Ensure applications align with State of Maine IT standards, security policies, accessibility requirements, and enterprise architecture guidelines
  • Coordinate development activities using established project management and SDLC or Agile practices, ensuring work is delivered on time and within scope
  • Review and approve technical designs, code changes, and implementation plans to ensure quality, scalability, and maintainability
  • Partner with cybersecurity, infrastructure, and database teams to ensure secure, reliable, and well-integrated solutions
  • Manage vendor relationships and contracted development resources, including reviewing deliverables and ensuring contract compliance
  • Participate in procurement activities such as requirements definition, RFP development, proposal evaluations, and contract oversight related to application development
  • Monitor system performance and application health, ensuring timely resolution of incidents, defects, and service requests
  • Support application modernization initiatives, including cloud adoption, legacy system remediation, and process improvement efforts
  • Develop and maintain application documentation, including system diagrams, technical specifications, operational procedures, and support materials
  • Communicate technical information clearly to both technical and non-technical audiences, including status updates, risks, and recommendations
  • Promote continuous improvement by identifying opportunities to improve development practices, tools, processes, and team effectiveness
