About The Position

The Talent Acquisition Manager leads the full lifecycle of recruitment, onboarding, and hiring strategy to support organizational staffing goals. This role is responsible for developing and executing talent acquisition strategies, ensuring compliance with regulatory requirements, and delivering a high-quality candidate and onboarding experience. The role also drives measurable hiring outcomes, supports employee engagement initiatives through volunteer and recognition programs, and directly contributes to hiring success through management of an individual requisition load.

Requirements

  • Education: Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience)
  • Experience: Minimum 5+ years of experience in Human Resources or Talent Acquisition
  • Experience leading full-cycle recruiting across multiple roles and departments
  • Strong understanding of employment laws and hiring compliance requirements
  • Experience with workforce planning, recruiting metrics, and data analysis
  • Strong project management and organizational skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Strong communication and collaboration skills
  • High attention to detail and confidentiality

Nice To Haves

  • Experience managing or mentoring others preferred
  • Experience with HRIS/ATS systems (Paycom preferred)

Responsibilities

  • Lead full-cycle recruitment across all departments and levels
  • Develop and execute talent acquisition strategies aligned with organizational goals
  • Carry and manage a personal requisition load while overseeing team hiring efforts
  • Oversee onboarding and orientation processes to ensure compliance and consistency
  • Manage wage determination processes
  • Ensure compliance with all hiring regulations, including DCF and background check requirements
  • Track, analyze, and report recruitment metrics, headcount, and staffing performance
  • Lead and support talent acquisition staff and cross-functional hiring partnerships
  • Oversee employee engagement initiatives including volunteer and recognition programs
  • Develop and maintain recruiting strategies aligned with organizational staffing goals and workforce needs
  • Own and drive organizational hiring outcomes, including achievement of headcount targets and PQI metrics across key program areas
  • Partner with leadership to support position management, headcount planning, and budget alignment
  • Track recruiting KPIs and PQI metrics; conduct regular reviews and adjust strategies based on performance data
  • Support annual recruiting budget planning and resource allocation
  • Carry and manage a personal requisition load, including priority or hard-to-fill roles, while leading and supporting team-wide recruitment efforts
  • Lead full-cycle recruiting including sourcing, screening, interviewing, and selection
  • Partner with hiring managers to develop job descriptions and effective hiring strategies
  • Build and maintain candidate pipelines using job boards, social media, sourcing tools, and outreach strategies
  • Ensure timely progress and completion of all open requisitions across the organization
  • Lead structured interview processes and support selection decision-making
  • Manage external recruiting agencies and partnerships as needed
  • Partner with Marketing to develop and execute recruitment campaigns, employment branding strategies, and sourcing initiatives
  • Support creation and refresh of recruiting materials including job postings, graphics, and outreach messaging
  • Participate in hiring events, career fairs, and community outreach to build candidate pipelines
  • Review campaign and sourcing performance metrics and optimize strategies accordingly
  • Oversee and continuously improve new hire onboarding and orientation processes
  • Oversee the planning, coordination, and execution of recurring new hire orientation sessions, ensuring readiness of trainers, materials, schedules, and compliance requirements
  • Partner with hiring managers and internal stakeholders to ensure effective use of training time and alignment with organizational expectations
  • Ensure consistent, timely communication with new hires to support engagement and readiness for Day 1
  • Oversee wage determination for new hires, promotions, and internal transfers
  • Ensure alignment between compensation decisions, internal equity, and organizational guidelines
  • Ensure compliance with all federal, state, and agency-specific regulations, including DCF requirements
  • Oversee background check processes including DOJ, FBI, and out-of-state checks
  • Ensure proper documentation, reporting, and audit readiness for all hiring and employment actions
  • Monitor regulatory updates and adjust processes to maintain compliance
  • Maintain accurate recruiting records, systems, and reporting processes
  • Analyze hiring data to identify trends, gaps, and opportunities for improvement
  • Generate regular reports on recruiting performance, headcount, and staffing outcomes
  • Optimize use of HRIS/ATS systems for efficiency, accuracy, and tracking
  • Lead the organization’s volunteer program, including recruitment, onboarding, tracking, and engagement of volunteers
  • Partner with leaders to ensure clarity of volunteer roles, expectations, and program effectiveness
  • Establish metrics and reporting to measure volunteer program growth and impact
  • Design, implement, and manage a company-wide employee recognition program to enhance engagement and reinforce organizational values
  • Partner with leadership to ensure consistent recognition practices across departments
  • Track participation, engagement, and program effectiveness; recommend improvements
  • Lead HR and talent acquisition projects and initiatives
  • Identify process improvement opportunities and implement effective solutions
  • Support cross-functional initiatives impacting hiring, onboarding, and employee experience
  • Provide guidance, training, and support to talent acquisition staff
  • Collaborate with leadership, hiring managers, and cross-functional teams
  • Serve as a subject matter expert on recruiting, hiring, onboarding, and compliance practices
