About The Position

Semper Valens Solutions is seeking an experienced Task Order Manager / Program Manager to support our organization in Quantico, VA area. The Task Order Manager (TOM) provides on-site management and oversight for a DoD acquisition support services contract in support of the Product Manager Infantry Weapons (PdM IW) program at Marine Corps Systems Command (MARCORSYSCOM). The role is responsible for cost, schedule, and performance management across a multidisciplinary team delivering program management, systems engineering, life-cycle logistics, sustainment, and technical writing support. The Task Order Manager serves as a primary interface between the Government customer, company leadership, and internal functional organizations while ensuring contract deliverables, quality standards, and business operations are executed efficiently and compliantly.

Requirements

  • Bachelor's degree in Business, Management, Engineering, Logistics, or a related field with 8–10 years of relevant experience, or a Master's degree with 6–8 years of relevant experience.
  • Demonstrated experience supporting DoD or Federal Government programs, preferably within an acquisition or program management environment.
  • Proven ability to communicate effectively with senior‑level Government and corporate stakeholders, both orally and in writing.
  • Strong written and verbal communication skills, with experience preparing professional correspondence, reports, briefings, and technical documentation.
  • Demonstrated organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines in a fast‑paced environment.
  • Minimum of a Secret Clearance required
  • U.S. citizenship required.

Nice To Haves

  • Prior experience supporting Marine Corps Systems Command (MARCORSYSCOM) or Product Manager (PdM) / Program Manager (PM) organizations within a DoD acquisition environment.
  • Familiarity with Infantry Weapons systems, ground combat systems, or related weapons and munitions programs.
  • Experience working in accordance with DoD acquisition frameworks, policies, and guidance, including the DoDI 5000 series and related acquisition lifecycle processes.
  • Possession of a project or program management certification, such as PMP, DAWIA, FAC‑P/PM, or equivalent.
  • Prior Experience with Firm Priced Contracts
  • Experience supporting or interacting with senior‑level Government leadership and cross‑functional acquisition teams.
  • Background in developing, reviewing, or managing acquisition documentation and program deliverables.

Responsibilities

  • Provide on-site/off-site cost, schedule, and performance management for a Marine Corp support services contract.
  • Serve as the primary or alternate technical and management interface with Government customers, senior leadership, and company executives.
  • Supervise all support resources to ensure effective execution of task order requirements and project activities.
  • Recommend and implement solutions to operational, technical, and performance challenges.
  • Oversee execution of Government and internal taskers by: Assigning tasks to appropriate personnel Develop, review, and approve contract deliverables Uploading final products Ensuring schedule adherence and timely submission
  • Maintain accountability for the preparation, quality, and delivery of all contract deliverables.
  • Ensure adherence to contract requirements and quality standards through regular reviews and random spot-checks of deliverables.
  • Interface with corporate leadership and functional departments such as finance, contracts, and human resources to support daily business operations.
  • Manage timekeeping, financial tracking, cost projections, inventory management, and personnel support functions.
  • Participate in the development, execution, and monitoring of program budgets.
  • Manage and maintain internal databases including personnel rosters, task tracking logs, and reference materials.
  • Assist in recruiting, onboarding, logistics coordination, and resource procurement.
  • Maintain an internal personnel database and track staffing assignments.
  • Provide leadership support to a multidisciplinary team and may directly supervise professional and technical personnel.
  • Conduct personnel evaluations and support professional development activities.
  • Coordinate service and product delivery to the Government customer, including: Travel planning and approvals Travel reports and expense reconciliation Monthly status reports Acquisition and program documentation
  • Manage travel budgets, approve travel requests, and review expense reports.
  • Interface with end users, IT support staff, and client services to resolve operational needs.
  • Prepare, manage, and review documents, briefings, Standard Operating Procedures (SOPs), protocols, and technical documentation.
  • Conduct team meetings, track project performance metrics, and perform schedule and workload analysis.
  • Coordinate conference room usage and support internal and external meetings.
  • Participate in driving initiatives to achieve contract and organizational objectives.
  • Support continuous process improvement efforts across administrative, technical, and operational areas.
  • Ensure compliance with corporate policies, contract requirements, and Government standards.
