About The Position

The Commonwealth of Pennsylvania (PCCD) is seeking an experienced Technical Architecture Specialist – Web Developer (TAS1) to support the development and maintenance of web-based applications built on Microsoft technologies. This is primarily a remote role; however, candidates must be willing to report onsite in Harrisburg, PA for first-day processing, equipment pickup, possible badging, interviews (preferred in-person), and occasional multi-day onsite visits.

Requirements

  • 5+ years developing complex web applications
  • 5+ years experience with VB.NET, ASP.NET MVC, .NET Core
  • 5+ years experience with ASP.NET Web API / ASP.NET Core Web API
  • 5+ years experience with HTML5, CSS3, Bootstrap, modern UI/UX
  • 5+ years experience developing SOAP and RESTful APIs
  • 5+ years experience with SQL Server or comparable RDBMS
  • 5+ years experience with source code management tools
  • 5+ years experience with Microsoft Office
  • Strong communication skills (written and verbal)
  • Ability to work independently and in team environments
  • Must pass an in-depth background check including fingerprinting
  • Must be within 1.5–2 hours driving distance to Harrisburg, PA (preferred)
  • Must report onsite on first day for equipment pickup and onboarding
  • 40 hours per week commitment required
  • Government equipment cannot be used outside of the United States

Nice To Haves

  • 3+ years Azure DevOps Server (ADO/ADS) or JIRA
  • 3+ years SSRS and SSIS
  • Exposure to Telerik .NET UI controls
  • Understanding of public safety and criminal justice systems
  • Knowledge of financial systems
  • Experience with training/certification systems
  • Experience in government/public sector environments

Responsibilities

  • Design, develop, and maintain complex web applications using Microsoft technologies
  • Translate business requirements into technical solutions
  • Develop enhancements and resolve production incidents
  • Create and execute test plans within Azure DevOps
  • Support end-user acceptance testing (UAT)
  • Prepare and publish product release notes
  • Follow technical programming and quality standards
  • Provide Tier-2 support in coordination with the Service Desk
  • Track issues, risks, and action items
  • Provide status updates and manage time effectively
  • Collaborate with developers, analysts, and stakeholders across the agency
