About The Position

LMI is seeking a Technical Operations Specialist to serve as a critical bridge between government clients and contractor teams delivering large-scale technology programs. This role demands a rare combination of deep U.S. Army operational expertise and the business acumen to manage complex contractor operations. The ideal candidate has a proven record of planning and executing military operations, translating that discipline into rigorous program or project management, and driving measurable efficiencies across diverse stakeholder environments. This is a senior, high-visibility position in which the incumbent will lead cross-functional teams, own key operational deliverables, and serve as the primary operational interface between government leadership and the contractor workforce. Requirements

  • Active Top-Secret Clearance required with the ability to obtain and maintain a Top-Secret clearance.
  • 10+ years of active duty military service with direct experience in operational planning and execution at the battalion level or higher.
  • Demonstrated ability to communicate effectively with senior military and government civilian leadership.
  • Experience leading and synchronizing cross-functional or multi-echelon teams in complex, high-tempo environments.
  • Skilled in the use of project management techniques and best practices.
  • Exceptional written and verbal communication skills; demonstrated ability to produce professiona-grade operational and programmatic deliverables.
  • Advanced degree in a relevant field (Operations, Business, Public Administration, Technology, etc.) preferred.

Nice To Haves

  • Masters Degree in a relevant field (Operations, Business, Public Administration, Technology, etc.) preferred.
  • Familiarity with federal acquisition regulations (FAR/DFARS), contracting vehicles, and contractor accountability frameworks.
  • Experience with DoW enterprise IT systems, C2 systems, or large-scale technology modernization programs.
  • Proficiency with Microsoft Office Suite, project management tools, and collaboration platforms.
  • Prior service experience in a special operations organization.

Responsibilities

  • Lead cross-functional teams composed of government personnel, contractor staff, and technical subject matter experts toward unified operational objectives.
  • Apply Army planning methodologies (MDMP, JOPP, or equivalent) to design, synchronize, and execute complex operational plans in support of technology delivery programs.
  • Develop and maintain comprehensive operational deliverables including OPLANs, CONOPs, CONOPS briefs, SOPs, execution orders, and status reports.
  • Facilitate mission analysis, course-of-action development, and decision briefings for senior government and contractor leadership.
  • Serve as the operational integrator across program workstreams, ensuring synchronized execution and deconfliction of competing priorities.
  • Act as the primary operational liaison between government stakeholders and contractor program teams, ensuring alignment on requirements, priorities, and execution timelines.
  • Translate government requirements, directives, and mission priorities into actionable tasks and deliverables for the contractor workforce.
  • Facilitate information sharing, reporting cadences, and coordination meetings to maintain situational awareness across all parties.
  • Navigate the regulatory, contractual, and cultural differences between military, government civilian, and industry organizations to drive cohesive outcomes.
  • Identify and resolve friction points between government and contractor operations before they escalate into program risk.
  • Manage day-to-day business operations, including resource planning, staffing coordination, schedule management, and performance reporting.
  • Identify operational inefficiencies and implement process improvements that reduce cost, improve velocity, and enhance quality of deliverables.
  • Develop executive-level briefings that provide leadership with clear insight into technical solutions delivery and overall operational picture of multiple lines of effort.
  • Support critical government briefings through planning, deliverable preparation, rehearsal, and execution.
  • Coordinate onboarding, training, and operational readiness for new team members joining the program.
  • Author, review, and quality control a wide range of operational and program deliverables working closely with government partners.
  • Produce and deliver executive briefings, OPLANs, financial models, and other high-level deliverables for senior leaders.
  • Ensure all deliverables meet government formatting, classification, and submission requirements.
  • Maintain operational records, lesson-learned repositories, and documentation libraries in support of program continuity.
