About The Position

Technical Program Specialist 3 , Operations & Policy Analyst 3 Job Rotation opportunity for ODOC, BOPPPS or OCE employees (Wilsonville) Offender Information and Sentence Computation- Wilsonville, OR Oregon Department of Corrections This position is a job rotation anticipated to last 6 months, though may be extended or decreased due to business need. This rotation available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manger's approval. In this role you will support the Administrator, the OISC management team, and all OISC staff by providing operational direction, program analysis, and technical guidance related to offender sentence computation, audit processes, and applicable laws and policies. This position plays a critical role in ensuring accuracy, consistency, and legal compliance across OISC operations. You will research and evaluate statutes, administrative rules, legislative actions, and departmental policies to develop sound, legally defensible recommendations for the OISC Program Manager, OISC Administrator, DOC executive leadership, and other OISC managers. You are responsible for developing, revising, and maintaining administrative rules, DOC policies, and operating procedures that directly impact offender sentence computation and audit functions. In addition, you will serve as a subject-matter expert on sentence calculation policy and practice, providing technical guidance and support to OISC staff and stakeholders. You will represent OISC on multidisciplinary department-wide and interagency committees and project teams, contributing expertise to initiatives that affect offender information, compliance, and operational effectiveness.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
  • Strong knowledge of sentence computation laws, corrections policy, and administrative procedures.
  • Experience in policy analysis, development, and implementation within a complex operational environment.
  • Exceptional analytical, problem-solving, and decision-making abilities.
  • Excellent written and verbal communication skills.
  • Ability to effectively collaborate on inter-agency projects and committees.

Nice To Haves

  • At least two (2) years prior experience as a Prison Term Analyst
  • Possess a Law Enforcement Database System (LEDS) Certification
  • Experience working with PTAs, OISC staff, or legal teams in a corrections environment.
