The Technical Trainer – Water leads the planning and delivery of specialized training programs that promote technical excellence and operational safety for water production, distribution, and maintenance personnel at OUC. In close collaboration with technical training leadership, this role helps design and develop curriculum aligned with industry standards and organizational goals. As a subject-matter expert, the Technical Trainer establishes instructional standards, authors technical manuals and documentation and delivers hands-on training across the water operations workforce. The role champions safe work practices and provides expert coaching and oversight for onboarding, refresher courses, and ongoing employee development. Additionally, the Technical Trainer supports apprenticeship progression through competency-based frameworks, assessment strategies, and performance tracking—fostering a culture of safety, innovation, and continuous learning across utility operations.

Requirements

  • High School Diploma or GED (required)
  • Minimum of seven (7) years of progressive water distribution, operations or maintenance or hands-on water related technical field experience (required) to include a minimum of two (2) years of experience training adult learners in a Utilities, heavy machinery, or industrial environment to include curriculum development, instructional facilitation and technical training delivery (preferred).
  • OSHA safety guidelines, training or exposure (e.g. OSHA 30, etc) or must obtain OSHA training certification within 1 year of hire
  • Must possess a current and valid State of Florida license
  • Working knowledge of all, but not limited to the following: Engineering drawings, construction standards manual, materials standards manual; and safe work practices
  • Safety related work practice manuals, guidelines, and requirements (i.e. OUC Safe Work Practices Manual)
  • Software Applications (i.e. Learning Management System [Cornerstone preferred])
  • Equipment (i.e. backhoe, skid steer, forklift, all tools and equipment required to operate as a Water Tech I)
  • Related industry, organizational and departmental regulatory guidelines, best practices, and procedures
  • Familiarity with all, but not limited to the following: Adult learning and training methodologies and practices
  • Training records/transcripts, modules (i.e. electronic and/or paper), and materials (i.e. handouts, learning objectives, tests, evaluations)
  • Effective and respectful interpersonal, oral, and written communication skills
  • Leadership skills to develop students to their full potential
  • Demonstrated ability to provide coaching or job development support to employees
  • Ability to design cost effective training programs from concept through implementation and assess for program effectiveness
  • Ability to maintain rapport with students providing an inclusive and positive influence
  • Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages
  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.)
  • Minimum of two (2) years as a journeyman water technician
  • Must possess a current and valid State of Florida Class “A” Commercial Driver’s License or be able to obtain one within 6 months to 1 year of hire

Nice To Haves

  • Associate’s degree in business, Instructional Design, Education, Organizational Development, Industrial/Organizational Psychology or related field from an accredited college or university (preferred)
  • Minimum of two (2) years of experience training adult learners in a Utilities, heavy machinery, or industrial environment to include curriculum development, instructional facilitation and technical training delivery (preferred).
  • FDEP (Florida Department of Environmental Protections) Level Three Distribution System Operator license (preferred)
  • Technical training related certification (CompTIA CTT+) preferred

Responsibilities

  • Ensure water technicians are adequately prepared to perform their job functions safely by providing training, guidance, documentation and best practices
  • Participate in designing and developing training curriculum, to include enhancing, modifying, customizing, and updating; support the development of curriculum used for Water Technician (WT) progression training (Apprentice, WTIII, WTII, WTI)
  • Provide classroom and field-based instruction through multiple modes of instruction while creating a positive learning atmosphere; provide instructor led product training on tools and appliances that directly affect water delivery and maintenance
  • Partner with leadership to conduct needs analyses to determine training needs and evaluate existing programs; conduct post-training field reviews and observations to assess training effectiveness
  • Assist with the development of a plan for on-the-job training and continuing education to provide a mechanism to learn, practice and later assess job skills
  • Ensure training records are organized and maintained in training and employee files
  • Identify, research, and support the maintenance and implementation of Web Based and Simulation Training programs to support the broader progression program, including in-house development of computer-based training or vendor supplied programs; contribute to creation of eLearning and hands-on content for students
  • Participate in identifying and deploying leading edge training technologies
  • Periodically meet with and conduct field observations of employees to determine their level of progression, answer technical questions, solicit course feedback, and provide support to those employees that may be experiencing problems understanding equipment, processes, or procedures
  • Assist with the management of training logistics including scheduling, material procurement, and maintenance of training facility
  • Assist with the coordination of training-related vendor contracts and relationships
  • Develop, build and maintain the training yard, building, equipment, and tools
  • Perform other duties as assigned
