Most employees should expect onsite requirements and at a minimum of once per week. This position is hybrid within the state of AZ only. This hybrid work opportunity requires residency, and work to be performed, within the State of Arizona. PURPOSE OF THE JOB Leads and coordinates technology initiatives, which span multiple Agile Stable teams, technology disciplines, and system platform types. Provides support for various definitional portions of the initiative, including managing scope, schedule and cost, business and technology functional as well as system requirements, making sure proper validation takes place prior to and post deployment. Coordinates across multiple teams and disciplines to make sure that all are on track with project requirements, deadlines, and schedule. Contributes to the improvement of the Information Technology team by participating in continuous improvement activities and assists in supporting the adoption of new technology, practices, and processes.

Requirements

  • Technical and functional program/project management discipline experience.
  • 5 years of experience in a professional environment leveraging computer technology and/or information systems and 2 years in project management
  • 8 years of experience in a professional environment leveraging computer technology and/or information systems including risk management and remediation and 3 years in project management (Levels 3 - 4)
  • High-School Diploma or GED in general field of study (All Levels).
  • Proven ability to deliver complex software features iteratively and reliably.
  • Possess a high degree of technical savvy, with a keen ability to learn new technology quickly and easily.
  • Collaboration & Teamwork with ability to build relationships.
  • Experience managing project budgets and reporting.
  • Using various Program Management Software Tools.
  • Advanced experience in Microsoft Word, Excel, PowerPoint, Visio and Project.
  • Excellent oral and written communication skills; Ability to effectively communicate across third parties and technical and business product managers.
  • Ability to get industry leading solutions to market efficiently and effectively.
  • Experience in clarifying objectives, dealing with ambiguity/under-defined problems, advocating for simplification, and influencing teams.

  • Bachelor’s Degree in computer science, computer engineering, or other technical discipline (lev 1-2).

  • Agile Practitioner, CSM | Certified Scrum Master or Project Management Professional.
  • Lean Enterprise / Continuous Improvement Certification.

  • Advanced knowledge of Cloud Platforms such as, IaaS, PaaS and Amazon Web Services AWS | Amazon Managed Service AMS.
  • Demonstrated experience in Agile development, application design, software development, and testing.
  • Strong understanding of SAFe or iterative development processes, including quality and testing practices.
  • Intermediate knowledge of BCBSAZ applications.
  • Impeccable project management skills. (Self starter, ability to motivate Team Members, works well under pressure)
  • Solid technical ability and problem solving skills.
  • Knowledge of internal departments and operations.
  • Strong technical documentation skills and a strong ability to translate technical concepts so that they are easily understood by technical as we as business audience.

Responsibilities

  • Plan, direct, and coordinate activities to ensure goals and objectives are accomplished within prescribed timeframes and funding parameters.
  • Apply sound project management principles and demonstrate solid time management skills.
  • Provide support to teams using a "servant leader" style and demonstrate value-add principles
  • Track and manage projects using Gantt charts, risk registers, and other tracking / communication tools.
  • Create and deliver presentations to multiple levels of leadership.
  • Produces clear & accurate gate & governance documentation for any projects assigned.
  • Take projects from initial conception to final implementation.
  • Define and document project scope, objectives, detailed project plans, schedules, resource plans, and or status reports.
  • Confer with project staff to outline work plans and to assign duties, responsibilities, and scope of authority.
  • Provide tactical and strategic input on overall planning and systems-related projects.
  • May manage the efforts of sub-contractors and their workforce.
  • Produces and keeps updated project artifacts like MS Project schedules in order to drive accurate, automated dash boarding.
  • Contribute to the further development & maturity of Information Technology processes, tools, and methodology through innovation and continuous improvement.
  • Provide input for team member performance reviews.
  • Oversee development and implementation of Information Technology practices and policies.
  • Assist management in production support and project resource planning.
  • Infuse projects with continuous improvement
  • Evaluate high-level project information and assess project components to forecast work effort required.
  • Ensure Service Level Agreements between department and operational or technical areas are met.
  • Provide peer-level review and mentoring to levels 1 and 2.
  • Lead, instruct, direct and check the work of other team members.
  • Lead identification, design and implementation of improvements for the efficient and effective performance of the department.
  • Assist Manager in the day-to-day operations of the department, as needed.
  • Develop staff, including the development and maintenance of training materials for new and existing staff, establishing performance goals and regular follow-up with staff.
  • Develop, improve and maintain an effective onboarding strategy for new Infrastructure Implementation Managers and coordinators.
  • Participate in corporate quality and data governance programs
  • Perform all other duties as assigned.
