About The Position

The EIS Analyst-Telecom Management will be primarily responsible for telecommunications management of WAN and Internet provided services including establishing and maintaining IT and digital communication infrastructure, including wireless or LAN networks. The EIS Analyst will also support ordering, implementation coordination and provisioning of network services and components. In addition, management of network moves, add and changes. The EIS Analyst will work closely with the WAN and Internet service providers. The support will include but not limited to the following: Works with WAN and Internet service providers and the Network Operations team to resolve WAN and Internet service incidents in compliance with contract SLA requirements. This includes performing network diagnostics and corrective maintenance tasks as required to troubleshoot and repair locally managed components, and initiate and track trouble tickets through service restoral Assist with the customer's Infrastructure Services transformation Assist the Government Team in ensuring required activities associated with systems integration is completed during EIS transformation Maintaining detailed and accurate online network documentation including inventories, policies, procedures, configuration, and network topology with up-to-date network architecture diagrams Providing network configuration support including maintaining a telecom circuit inventory, including addresses and configuration information for all sites and services Working hand-in-hand and in partnership with WAN and Internet services providers for circuit ordering, provisioning, activations, upgrades, maintenance, and management Produce system engineering and technical documentation, develop master schedules, design related dashboards, and establish overarching best practices and processes Assisting in validating network service provider invoices including providing recommendations for outage credits and projecting future budget needs Assisting with DOL/OMB mandates and Data Calls as applicable Respond to customer telephone calls, emails, and service requests related to telecom order support, line verifications, and maintenance issues. Coordinate and manage telecom service orders including new installs, changes, disconnects, and EIS transition activities through NiOS/TEMS or manual email processing. Create repair tickets, dispatch and coordinate technicians to restore service, identify issues, and resolve service disruptions. Track, document, and monitor service orders and trouble tickets to ensure timely completion and resolution. Troubleshoot, resolve, and escalate technical issues with customers, vendors, Verizon teams, and internal stakeholders as needed. Maintain and update DOL regional tracking files, service order databases, and Excel reports for EIS installs, disconnects, SOCN, and outages. Review and reconcile billing invoices, credits, and service adjustments to ensure proper application for disputes, outages, and disconnected lines. Support ordering, implementation, coordination, and provisioning of network services and telecom components. Collaborate with Verizon Federal Helpdesk, EIS Portal, CDX Portal, and internal technical groups to manage order status, inventory reconciliation, and service completion. Participate in weekly service management reviews, implementation meetings, and required telecom training courses. Review monthly SLAR files to perform an analysis of the FY25 outages to ensure DOL receive applicable credits.

Requirements

  • A Public Trust clearance or ability to obtain
  • Bachelor's Degree from an accredited college or university in Network Engineering, Telecommunications, or Computer Science required and 2 years experience; Masters with 0 years experience or HS Diploma and 6 years experience
  • Experience working in the communications/cable/IT industry required
  • Strong background and knowledge of Cisco network infrastructure devices, e.g. router and switches, to include device configuration and deployment, and systems level troubleshooting and optimization.
  • Understanding of TCP/IP, VLANS and data communications protocols and technology such as IPV4, IPV6, MPLS, BGP, OSPF, EIGRP, SD-WAN, MTIPS, TIC 3.0 and time division multiplexers (TDM)
  • Perform requirements gathering, design synthesis, and system design to assist with the transformation of services
  • Produce enterprise level architectural artifacts such as: CONOPS, model-based systems engineering, use-case diagrams and security-based compliance support (to include STE requirements)
  • Based on expertise, make recommendations to prevent or mitigate outages or compatibility issues with the EIS transformation efforts
  • Provide risk analysis, evaluate test results, if needed, identify and report health status of activities, to aid in ensuring the health and compatibility of enterprise and mission
  • Understanding of IP services (DHCP, TFTP and DNS)
  • Organizational Skills (ability to organize large amounts of data in a logical manner)
  • Excellent Troubleshooting Skills and usage of tools such as ping, telnet and trace route
  • Strong communication skills are required
  • Excellent documentation skills are required
  • Ability to convey technical concepts to non-technical executives and managers
  • Competent administrator of mixed-technology solutions
  • Act as part of a structured operations team in support of resolving technical issues
  • Availability to troubleshoot and resolve issues during off-work hours and/or extended hours when outages or projects required
