About The Position

Position Summary: Reporting to the Director of Research Procurement and Property Records, the Team Lead - Sr. Purchasing Manager leads a team of three buyers and one purchasing clerk and is responsible for the daily purchasing operations. This position assists with customer and supplier relations management tasks to include reporting and recommending action plans especially regarding IT related suppliers and transactions. The Team Lead - Sr Purchasing Manager will also perform the following duties: Review acquisition and accounts payable problems requiring special attention and reconcile problems with purchases, customers and vendors working within policy and by applying sound business practices and precedents to decisions. Provide sourcing (supplier identification\RFQ\RFP) support for customers as well as screening for items commercially available from small business. Review purchase requests for accuracy, contractual and regulatory compliance, negotiate acquisition terms and conditions with vendor representatives, and approve purchase requests. Coordinate, review, facilitate and independently negotiate solutions and resolution of problems on long term and annually renewable agreements to include: telephone and internet access at remote locations as well as other long term service agreements. Act in capacity as Small Business Liaison Officer: lead and coordinate Small Business Committee; vet and recruit small businesses for partnering and sourcing; create and implement strategies to increase utilization; coordinate efforts and activities with University. Supervise and train members of the Purchasing team on proper purchasing policies and procedures. Perform other duties as required by the University, Research Institute & Purchasing

Requirements

  • Bachelor's degree plus 6 years of experience OR a Master's degree plus a minimum of 5 years experience is required.
  • Ability to read and speak English.
  • Excellent organization skills.
  • Excellent telephone manner, oral and written communication skills and interpersonal skills.
  • Proficient with computer software and the Microsoft Office Suite.
  • Ability to prioritize work effectively and to manage multiple tasks effectively.
  • Valid driver's license with low risk driving record.
  • Due to requirements of our Federal Government research contracts candidates must be a U.S. citizen.

Nice To Haves

  • Experience with ISO, Lean 6 Sigma or like process improvement tools.
  • Experience with eProcurement system especially SciQuest\JAGGAER.
  • Five years supervisory experience.
  • Procurement experience in an academic, research, or Government Contracting environment.
  • Experience with small business recruitment.
  • Knowledge of Federal Acquisition Regulations.
