The Transition Manager (TM) is the designated authority responsible for planning, executing, and closing out all transition-in activities under the Fort Rucker Aviation Maintenance Services (FRAM II) Contract Logistics Support (CLS) program. The TM leads the structured, low-risk assumption of operations from the incumbent contractor to V2X, ensuring continuity of aviation maintenance, supply chain, quality, and safety operations with zero disruption to Army flight training throughput. The TM works in close coordination with the V2X FRAM II Program Manager (PM), providing detailed transition execution while ensuring full alignment with long-term steady-state sustainment objectives. While the PM retains overall program accountability, the Transition Manager is directly responsible for the execution, control, and successful completion of all transition activities. In addition, the Transition Manager supports pre-award capture and proposal development activities to ensure the transition strategy presented to the Government is executable, compliant, and risk-informed.

Requirements

  • Bachelor’s degree in Aviation Management, Engineering, Business, or related discipline. Two years of related experience may be substituted for one year of education, if degree is required.
  • 8–12 years of aviation maintenance or CLS program experience.
  • Demonstrated experience executing complex contract transitions from an incumbent provider.
  • Direct experience supporting Army rotary-wing platforms (UH-60, CH-47, AH-64 preferred).
  • Experience supporting capture and proposal development for DoD aviation sustainment contracts.

Nice To Haves

  • Prior Transition Manager or Deputy Program Manager experience on DoD aviation sustainment contracts.
  • Experience leading or materially contributing to transition proposal volumes.
  • FAA A&P certification or equivalent military aviation maintenance leadership experience.
  • PMP, DAWIA, or equivalent program management certification.

Responsibilities

  • Assist the FRAM II Capture Manager in leading development of the Transition Approach volume during proposal preparation.
  • Serve as the transition subject matter expert (SME), shaping the transition strategy, schedule, staffing approach, risk mitigation framework, and integration plan.
  • Collaborate with proposal writers, pricing teams, functional leads (Maintenance, Supply Chain, Quality, Safety, HR, IT, Property), and platform SMEs to ensure a fully integrated and executable transition plan.
  • Support color team reviews (Pink, Red, Gold), incorporating evaluator-focused refinements and compliance validation.
  • Ensure that proposed transition timelines, labor ramp plans, and system stand-ups are realistic, achievable, and aligned with steady-state sustainment objectives.
  • Maintain traceability between proposal commitments and executable transition plans to reduce post-award performance risk.
  • Develop, implement, and manage the comprehensive FRAM II Transition Plan in accordance with contractual requirements and Army priorities.
  • Serve as the single point of contact for all transition execution matters with the Government and incumbent contractor.
  • Lead detailed transition scheduling, milestone tracking, and risk mitigation efforts.
  • Ensure transition activities are completed within approved cost and schedule parameters.
  • Execute workforce transition strategy, including recruitment, hiring, credential validation, onboarding, badging, and retention of incumbent personnel where applicable.
  • Coordinate labor relations, CBA considerations (if applicable), and workforce communications to ensure stability and morale.
  • Ensure no degradation to aircraft maintenance capability or sortie generation during personnel transition.
  • Oversee the transfer and validation of maintenance records, technical data, supply chain systems, and Government-furnished property (GFP).
  • Establish V2X management systems, reporting mechanisms, and quality controls prior to full operational assumption.
  • Validate readiness of IT, cybersecurity, maintenance tracking, and logistics systems prior to turnover to steady-state operations.
  • Coordinate transition activities across all rotary-wing platforms: UH-60 Black Hawk CH-47 Chinook AH-64 Apache UH-72 Lakota
  • Ensure uninterrupted sustainment support of the UH-72 Lakota fleet during transition, recognizing that V2X will maintain full aviation maintenance support through Government-directed divestment timelines.
  • Synchronize transition activities with Lakota sustainment and future divestment planning to avoid readiness gaps.
  • Provide daily execution updates and risk assessments to the V2X FRAM II Program Manager.
  • Align transition milestones with long-term performance objectives and sustainment KPIs.
  • Participate in joint PM/TM Government briefings, ensuring unified leadership messaging.
  • Execute a structured handoff to the PM upon transition completion, including formal validation of readiness for steady-state CLS execution.
  • Identify, track, and mitigate transition-related risks through a formal risk management process.
  • Ensure compliance with Army aviation regulations (AR 95-1, DA PAMs), contractual requirements, safety standards, and OEM guidance during the transition period.
  • Implement enhanced oversight controls during high-risk phases such as records turnover and supply chain transfer.
