About The Position

GENERAL STATEMENT OF DUTIES: Within the Department of Transportation (DOT), to be responsible for the administration, direction and supervision of a complex divisional civil engineering program such as: Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, Stormwater Management, or to develop new programs as required; to perform highly difficult and responsible work of a professional civil engineering nature in directing the engineering and administrative activities of the program and in an area of specialization indicated by the title in the class of position; as directed, to serve as a division or section administrator; and to do related work as required. SUPERVISION RECEIVED: Works under the administrative direction of a superior with wide latitude for the exercise of initiative and independent judgment; work is reviewed through conferences and submitted reports for compliance with departmental policies and objectives, laws, rules, and regulations. SUPERVISION EXERCISED: Plans, organizes, directs, coordinates, supervises, and evaluates the work of a subordinate professional, technical and administrative staff engaged in carrying out a complex civil engineering program. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: Within the Department of Transportation (DOT), to be responsible for the administration, direction and supervision of a complex divisional civil engineering program such as: Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, Stormwater Management, or to develop new programs as required; to perform highly difficult and responsible work of a professional civil engineering nature in directing the engineering and administrative activities of the program and in an area of specialization indicated by the title in the class of position; as directed, to serve as a division or section administrator. Specific responsibilities include performing highly complex and responsible work directing the engineering and administrative activities of the program; to review and discuss the work of a unit with assistants and subordinates; to consult with a superior on matters of the state highway and bridge engineering program; to evaluate programs as to their effectiveness and efficiency; to prepare future plans, programs, and budget allocations; to coordinate program planning and development with other divisions, agencies, FHWA, consultants and contractors; to make recommendations on staffing needs. Within Highway Maintenance Engineering: To be responsible for the administration, direction and supervision of a complex statewide highway maintenance engineering program in connection with the maintenance of roadways, bridges and all associated drainage, roadside, signs, traffic signals and lighting systems infrastructure, including physical alteration permit applications, utility permit applications, maintenance projects, and field inspections of all maintenance activities, permits and projects for workmanship and materials to ensure compliance; to perform highly difficult and responsible professional civil engineering work in directing all engineering activities relating to the program’s functions; to serve as a section administrator; to consult with a superior on matters of policy, projects and matters affecting the program and to provide professional advice on such matters; to be responsible for the evaluation and the effectiveness of the program and its staff personnel and to prepare future plans and budget allocations based on this evaluation; to coordinate program planning and development with other entities; as required, to assist in human resource matters and the negotiation of labor contracts with several bargaining units; to maintain an effective public relations program to provide an understanding of the section’s functions and objectives; to provide supervision, guidance and assistance to staff in the interpretation and application of engineering criteria and standards; to be responsible for the technical supervision and engineering support of a staff engaged in maintenance engineering and operations; to work with computerized GIS focused asset and maintenance management systems such as VUE Works; to work with E-Permitting systems; to direct work of subordinates to support Intelligent Transportations Systems (ITS) and Transportation Systems Management and Operations (TSMO); to ensure compliance with all federal and state regulations; to do related work as required.

Requirements

• Within a specific program assignment, a thorough knowledge of the engineering principles, practices, materials and methods used for bridge engineering, highway & traffic safety, construction, highway & bridge maintenance, and stormwater
• a thorough knowledge of highway and bridge engineering working principles
• a high degree of skill and administrative ability in organizing, directing and coordinating an engineering program
• the ability to evaluate the effectiveness of programs and to recommend changes to make them effective
• the ability to establish and maintain cooperative relations with officials, subordinates and the public
• knowledge of workplace occupational health and work zone safety programs
• a thorough knowledge of federal and state laws relating to transportation administration, engineering and enforcement programs
• identify issues and work creatively to improve them
• the ability to plan, organize, review and evaluate the work of a staff of professional, technical, and other employees
• Possession of a Bachelor’s Degree or higher in Civil Engineering or related engineering field from a college or university
• At least ten (10) years of employment with supervisory experience in bridge, highway maintenance, traffic, maintenance or environmental engineering
• At the time of appointment and continually thereafter, must possess a Certificate of Registration as a Professional Engineer (PE) issued by the Rhode Island State Board of Registration for Professional Engineers as a condition of employment

Nice To Haves

• Excellent computer skills, good working knowledge of Microsoft Office Suite software and e-Permitting programs.
• Knowledge of AutoCAD is desirable.
