About The Position

Planner I Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Planner II Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Planner III Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Requirements

  • Bachelor's degree in transportation planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
  • Planner I: 1 year planning or research analysis experience.
  • Planner II: 2 years planning or research analysis experience.
  • Planner III: 3 years planning, research, or legislative analysis-related activities
  • (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Knowledge of: Applicable analysis methodologies
  • Knowledge of: Forecasting methodologies
  • Knowledge of: Budgeting methods and procedures
  • Skill in: Planning, directing, coordinating, and scheduling
  • Skill in: Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Skill in: Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Skill in: Leading, assigning, reviewing, and monitoring the work of others
  • Skill in: Composing correspondence and technical documents
  • Knowledge of: Developing and implementing programs
  • Skill in: Speaking to present images and ideas in a clear, concise, organized, and interesting manner.

Responsibilities

  • Leads efforts in planning, coordinating, scheduling, and implementing public involvement activities and outreach
  • Serves as a project leader organizing public meeting/hearing activities and preparing presentation materials for public hearings and public meetings. Works with consultants and other entities to assist in these tasks
  • Assists in reviewing and preparing correspondence, reports, studies, giving briefings and making presentations regarding program activities
  • Prepare presentations in PowerPoint and Publisher
  • Design and updates project informational websites
  • Prepares departmental public notice announcements for publishing in newspapers and social media
  • Provides general information and support to governmental officials, sponsors, users and the public
  • Performs other job responsibilities as assigned
  • Develop and maintain accessible and engaging content for public communications, including presentations, reports, newsletters, and digital media
  • Performs analysis of data and preparation of reports based on feedback and input from public engagement activities and presents actionable insights to District leadership
  • Performs complex planning and programming activities in support of management-related programs and/or transportation projects
  • Represents the Department at local, state, and federal levels
