About The Position

Under the direction of the Communicable Disease Manager, the Tuberculosis (TB) Elimination Program Manager directs and oversees the regional TB Control Program and is responsible for the overall management of daily program operations. This position provides direct supervision to the TB Nurse Case Management Team, Contact Investigation staff, Directly Observed Therapy team, and additional support personnel to ensure effective case oversight, contact screening, follow-up services, and the delivery of public and professional education related to TB prevention and control. The Program Manager ensures that all program activities adhere to CDC guidelines, DSHS TB standards, and regional requirements. This includes oversight of diagnostic and treatment practices to ensure compliance with accepted clinical and public health standards. The position reviews program performance, provides technical consultation, and collaborates closely with local health department directors and their staff to support consistent and high-quality TB services across the region. Works collaboratively with public health agencies, private healthcare providers, community partners, and other stakeholders to coordinate TB control efforts. Responsibilities include overseeing the collection, analysis, and reporting of TB surveillance and program data; establishing and approving program goals, objectives, and guidelines; and ensuring that all procedures, policies, rules, and regulations are implemented and maintained. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of Tuberculosis diseases including symptomatology, diagnostic techniques, recommended treatment, and the most current accepted prevention and control strategies.
  • Knowledge of the principles, processes, practices, and techniques used to develop and deliver state, regional, and local public health programs.
  • Knowledge of federal, state, and local rules and regulations governing the reporting and control of TB.
  • Knowledge of pertinent techniques of management, evaluation, and program monitoring.
  • Knowledge of medical terms and familiarity with medical records.
  • Knowledge of, and sensitivity to prejudices and stereotypes which influence TB surveillance and intervention efforts.
  • Knowledge of statistical analysis processes.
  • Knowledge of active and passive disease surveillance.
  • Skill in team management, including managing change.
  • Skill in clear and effective oral and written communication with a wide range of audiences and forums, including interpersonal, public presentations, and publications.
  • Skill in the application of administrative and analytical methods and techniques within the framework of local, regional, or state public health organization to achieve program goals.
  • Skill in gathering and analyzing information.
  • Skills in the use of word processing (Word), spreadsheet (Excel), electronic mail (Outlook), and presentation (PowerPoint) software and personal computer in a network environment.
  • Skill in TB disease surveillance, case investigation, including reading patient records and epidemiology.
  • Ability to apply the concepts of public health practices.
  • Ability to successfully engage diverse populations to prevent and control TB.
  • Ability to maintain confidentiality.
  • Ability to develop training techniques and educational media and to motivate public health personnel in program planning and implementation.
  • Ability to collect and evaluate facts and use analytical processes to draw meaningful conclusions.
  • Ability to initiate and complete complex, goal-oriented independent projects and tasks.
  • Ability to work effectively with teams and communicate with medical professionals.

  • Ability to establish effective working relationships with public and private health care providers, school officials, community leaders, public health agencies, community partners, clients, management, coworkers and employees.
  • Must be Registered Nurse in Texas or registered in a state that recognizes reciprocity through the Nurse Licensure Compact.
  • Valid Texas Driver's License.
  • Bachelor of science in nursing (BSN) degree from an accredited college or university required.
  • Experience working in the field of TB required.
  • Experience supervising or providing direct management to public health staff required.

Nice To Haves

  • Master’s degree from an accredited college or university with major course work in a field relevant to public health (preferred).

Responsibilities

  • Supervises, prioritizes, and coordinates the activities of TB Program personnel to ensure efficient and effective program operations.
  • Analyzes disease data, reports on trends, identifies problems, and formulates plans to utilize local, state, and federal resources to control outbreaks and reduce disease incidence.
  • Uses initiative and sound judgment to ensure the program operates within established budgetary limits.
  • Oversee the coordination of TB care, including community collaboration.
  • Conducts training needs assessment of all TB staff and identifies professional development opportunities.
  • Completes special projects as assigned.
  • Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
