About The Position

The U.S. Licensing Manager, Regulatory Affairs, will lead a licensing team and manage the completion of various regulatory work scopes, including new Gen III+ and Gen IV advanced nuclear power plant licensing, operating plant reload licensing, customer plant support on GE Hitachi (GEH) / Global Nuclear Fuels (GNF) nuclear methods, and working with GEH / GNF Engineering and Regulatory Affairs teams on major projects.

Requirements

  • Bachelor's Degree in a science or engineering discipline from an accredited university or college, with a minimum of 9 years of related professional work experience including:
  • 2-5 years of people management experience
  • 5 years of commercial operating or new Gen III + or Gen IV nuclear power plant licensing experience.
  • 3 years of experience leading or independently completing complex projects and providing regulatory guidance / direction to contributing functions (i.e., Operations, Maintenance, Engineering, Analysis) .
  • OR Master's Degree in a science or engineering discipline from an accredited university or college, with a minimum of 7 years of related professional work experience including:
  • 4 years of commercial operating or new Gen III + or Gen IV nuclear power plant licensing experience.
  • 2 years of experience leading or independently completing complex projects and providing regulatory guidance / direction to contributing functions (i.e., Operations, Maintenance, Engineering, Analysis)
  • Extensive knowledge in NRC Licensing process and regulatory knowledge / technical knowledge in new nuclear plant licensing including licensing application requirements under 10CFR50 and 10CFR52
  • This position has strong preference for relocation to Wilmington, NC and work in the GEH office full time with remote work requiring approval , with the willingness and ability to travel up to 25% to customer and regulator sites.
  • This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.

  • NRC Licensing process and regulatory knowledge / technical knowledge of one or more areas, such as nuclear fuel, operating plants, etc.
  • Working knowledge of Boiling Water Reactor (BWR)/ Pressurized Water Reactor (PWR) /Gen III + Advance Reactor systems, fuel, or operations.
  • Working knowledge of Gen IV Advance Reactor systems, fuel, or operations, including Sodium Fast Reactor (SFR) technology.
  • Experience and demonstrated effectiveness in working / communicating with NRC personnel.
  • Experience working with industry groups (i.e., NEI and Owners Groups) on nuclear licensing matters.
  • International licensing experience.
  • Excellent technical writing skills with the ability to create technical reports suitable for a wide range of audiences.
  • Effective interpersonal and facilitation skills.
  • Ability to manage and deliver on multiple competing priorities.
  • Process skills related to coordinating and documenting complex technical documents.
  • Externally focused: takes action to enhance the reputation of the company / represents the company well at all opportunities.

Responsibilities

  • Manage the licensing of new Gen III+ and Gen IV nuclear power plant licensing projects in the U. S.
  • Manage a team of 10+ licensing engineers and contractors direct reports to support project delivery on time with quality
  • Manage U. S. Licensing Technical Leaders assigned to manage and drive the work assigned to multiple teams of licensing engineers and contractors within each project.
  • Develop licensing strategies to navigate through complex technical issues and mitigate licensing risks
  • Coordinate and prepare Licensing Topical Reports (LTRs), including preparation of responses to customer and Nuclear Regulatory Commission (NRC) questions.
  • Assist in the preparation of licensing applications for new Gen III+ and Gen IV nuclear power plants, including 10 CFR50 Construction Permit and Operating License Applications and 10 CFR52 Combined Operating License Applications.
  • Prepare licensing documentation and reports supporting customer License Amendment Request (LAR) applications.
  • Perform Technical Specification reviews and updates.
  • Review and prepare Updated Final Safety Analysis Report (UFSAR) markups and revisions supporting various plant and fuel changes.
  • Prepare and perform verification tasks for safety evaluations.
  • Support customer 10 CFR 50.59 reviews, including preparation of Technical Safety Evaluation Reports and work with internal teams evaluating licensing status of various fuel, methods, and methodology changes.
  • Interface with customers, internal stakeholders and regulatory personnel on regulatory issues, and to secure applicable permissions and approvals related to work scopes.
  • Uphold compliance with business processes and procedures and support business needs including in finance, commercial, project, product and human resources
  • Support the development of Licensing Proposals and responses to Requests for Information from prospective new U.S. Customers.
