About The Position

Utility Coordinator I: Coordinates and performs technical work related to new utility installations and state and federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level follow standard practices that do not require frequent supervision of details. Utility Coordinator II: Coordinates and performs technical work related to new utility installations and state and federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Requirements

  • High School Grad or Equivalent in general education.
  • Valid US driver’s license at time of application.
  • Some knowledge of: Right of way policies, procedures, and terminology
  • Principles of utility coordination and associated terminology
  • The utility industry and applicable laws, rules and regulations
  • Proficient skill in: Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
  • Using basic mathematical fundamentals
  • Some skill in: Using computers, applicable programs, applications, and systems
  • Maintaining a safe working environment
  • Manages conflicts quickly, expressing opinions directly, and determines resolution in order to advance work and maintain effective relationships.
  • Considerable Knowledge of: Right of way policies, procedures, and terminology
  • Principles of utility coordination and associated terminology
  • The utility industry and applicable laws, rules and regulations
  • Proficient skill in: Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Using basic mathematical fundamentals
  • Using computers, applicable programs, applications, and systems
  • Some skill in: Reviewing and inspecting utility or related highway permits

Nice To Haves

  • 1 year -utility, transportation or construction-related activities (Experience can be satisfied by fulltime or prorated parttime equivalent)

Responsibilities

  • Assists with establishing and coordinates activities between the Department, federal agencies, utility companies and other entities.
  • Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.
  • Monitors the installation/removal, adjustment or relocation of utilities.
  • Assists with review and processing of new utility installation permits.
  • Assists with implementing and interpreting Department policies and procedures as related to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
  • Assists with review of agreements, plans, specifications and billings submitted by the utility companies.
  • Performs other job responsibilities as assigned.
  • Reviews current projects for progress and pending projects for planning purposes; advises and trains others on policies and procedures.
  • Reviews and processes utility permits and other related highway permits.
  • Requests survey information from right-of-way, and reviews plats and survey data related to permits and interprets plans.
