JOB PURPOSE: The Vice President, Licensure, Accreditation, & Enrollment serves as the enterprise leader for licensure, accreditation, and enrollment across Numotion’s multi-state operations. This executive is responsible for building and governing a comprehensive regulatory control environment that ensures continuous compliance, supports market expansion, and mitigates organizational risk. The role partners closely with Legal, Compliance, Operations, Revenue Cycle, and field leadership to maintain regulatory readiness, strengthen system integrity, and enable disciplined growth across all business lines.

Requirements

  • Bachelor’s degree in Business Administration, Healthcare Administration, Public Health, Regulatory Affairs, or related field.
  • 10 or more years of experience in healthcare licensing, accreditation, enrollment, or credentialing.
  • At least 7 years of progressive leadership experience.
  • Demonstrated success designing and governing enterprise regulatory compliance programs.
  • Deep knowledge of CMS supplier standards, DMEPOS accreditation requirements, and state-by-state licensing obligations.
  • Experience managing relationships with CMS, state Medicaid agencies, and accreditation organizations.
  • Direct experience with TJC, ACHC, HQAA, or comparable accreditation bodies.
  • Proven ability to lead multi-state regulatory operations.
  • Strong analytical skills, executive presence, and systems-thinking capability.

Nice To Haves

  • Experience with Medicare and Medicaid enrollment and revalidation.
  • Familiarity with home health licensing requirements.
  • Knowledge of licensing and compliance considerations for complex rehab technology (CRT) and assistive technology professionals (ATPs).
  • Experience using compliance or document management software.

Responsibilities

  • Develop and execute the enterprise strategy for licensure, accreditation, and enrollment across multiple states and lines of business.
  • Design and oversee the regulatory control environment, ensuring alignment among policies, systems, and operational practice.
  • Lead development of a multi-year regulatory roadmap aligned with corporate risk mitigation and growth priorities.
  • Establish enterprise-wide standards, controls, and accountability frameworks for all licensure, accreditation, and enrollment activities.
  • Define risk tolerance levels, escalation pathways, and decision-rights for noncompliance events.
  • Serve as the executive owner of the accreditation strategy, including survey readiness, corrective action processes, and prevention of repeat deficiencies.
  • Translate complex regulations into enterprise guardrails and operational requirements.
  • Implement monitoring systems and early-warning indicators to identify emerging regulatory risks.
  • Ensure consistent use of root-cause analysis and system-level remediation for identified deficiencies.
  • Oversee internal audit and mock survey programs to validate regulatory controls and readiness.
  • Act as executive liaison with regulatory and accreditation bodies during surveys, investigations, and enforcement actions.
  • Direct the design and implementation of centralized tracking systems for licenses, certifications, and accreditation statuses.
  • Partner with cross-functional teams to support market entry, growth, and acquisition integration.
  • Provide senior leaders with regular updates on regulatory posture, emerging risks, and strategic recommendations.
  • Establish and maintain effective delegation, escalation, and accountability structures within the Licensing & Credentialing function.
  • Lead, coach, and evaluate department leaders, fostering a culture of performance, compliance, and continuous improvement.
