We operate an Intermediate Care Facility (ICF) providing residential care and support, as well as a comprehensive day program offering educational, vocational, and recreational activities. Our mission is to foster independence, dignity, and community inclusion for those we serve, while ensuring high standards of care in compliance with federal, state, and local regulations. Position Summary: The Vice President is responsible for The Vice President of Operations is responsible for verifiable execution of Breckenridge Village’s residential, day program, facilities, and compliance operations. This role exists to ensure that operational commitments are planned, documented, completed, measured, and reported. Success in this role is defined by evidence of completion, adherence to timelines, and the operational stability of programs. This role demands a compassionate leader who inspires staff while aligning actions with compliance, holds teams to clear performance standards, and drives sustainable growth: recognizing that developing people to perform at their best is not optional, but essential to the safety, dignity, and quality of life of the residents we serve. Leadership Fosters the historical culture and intent of Breckenridge Village as a place for individuals to live and thrive in a loving non-institutional setting Takes a strong leadership role with staff, public and community relations Plans for effective implementation and growth of programs and facilities Stewardship Maintains accountability for all program performance and outcomes Supports the President’s fiscal responsibility for the program, up to and including business plans and fundraising Discipleship Inspires staff members to provide quality services to the residents and day program participants Provides staff development by routine and ongoing effective communication, planning, developing, organizing, delivering and evaluating training materials and training workshop experiences Ensures that staff members have the training and resources necessary to do their job Critical Action Items & Measurable Deliverables: I. Operational Leadership & Program Performance Direct all ICF/IID, Day Habilitation, Residential, Admissions, and Medicaid administrative operations, ensuring continuous compliance and uninterrupted service delivery. Maintain operational readiness at all times, demonstrated by zero lapses in licensure, certification, or service authorization. Develop, maintain, and submit a rolling 90-day operational work plan to the President, updated bi-weekly, identifying risks, priorities, and mitigation strategies. Ensure that 100% of operational commitments made to the President, Board, regulatory agencies, families, residents, or staff are documented, tracked, and reported to completion. Assume full operational authority for campus operations, including the medical clinic, during the absence of the Executive Director, with no degradation in services. II. Financial Stewardship & Medicaid Accountability Maintain 90–95% average annual occupancy across residential and day programs, monitored monthly. Monitor ICF and Day Program receivables monthly, ensuring timely insurance billing, follow-up, and collections, and report variances to senior leadership. Develop annual budgets for area of responsibility and manage program operations within approved budgets; when variances exceed established thresholds, submit a written corrective action plan to senior leadership within 10 business days. Oversee Medicaid applications, renewals, and eligibility tracking, ensuring zero lapses in resident Medicaid coverage. Ensure weekly Personal Needs Allowance (PNA) distributions are completed accurately and documented at 100% compliance. Reconcile the Resident Pooled Trust Fund account no less than monthly, resolving discrepancies within 30 days and reporting findings to senior leadership. III. Personnel Management & Workforce Performance Establish and maintain staffing plans that ensure documented 24-hour coverage at all times, with contingency plans in place for vacancies. Lead all hiring, onboarding, disciplinary, and termination actions in accordance with policy and regulatory requirements. Conduct weekly one-on-one supervision meetings with all direct reports, documenting objectives, barriers, and follow-up actions. Issue written performance expectations and quarterly goals for all direct reports; evaluate performance against measurable outcomes. Establish and monitor performance indicators across the chain of command, intervening promptly when performance standards are not met. Maintain staff turnover and vacancy rates within organization-defined benchmarks, reporting trends and mitigation strategies monthly. IV. Training, Competency & Workforce Readiness Develop and submit an annual staff training plan aligned with HHSC, CMS, and organizational requirements, approved by the President prior to each fiscal year. Ensure 100% completion of all required regulatory, clinical, safety, and role-specific training by mandated deadlines; no staff member may work out of compliance. Conduct monthly audits of the learning management system, identifying expired certifications, training gaps, and competency deficiencies. Implement corrective actions within defined timelines and report compliance status monthly to the Executive Director. V. Admissions, Discharges, Resident Planning & Service Quality Direct the Admissions Team and ensure timely, documented decisions regarding intake, placement, waitlisting, and discharge. Maintain and actively manage residential and day program waitlists, reviewed at least monthly. Chair or designate leadership for Resident Planning meetings, ensuring documented decisions related to placement, medical care, medication management, and behavioral interventions. Monitor trends in incidents, hospitalizations, and service disruptions, and implement corrective actions to improve resident outcomes. VI. Regulatory Compliance & Quality Assurance Maintain 100% compliance with HHSC, CMS, APS, and licensing requirements at all times. Serve as the primary liaison with HHSC during surveys, inspections, and investigations, ensuring timely, accurate responses. Submit corrective action plans for citations by required deadlines and verify full implementation through documented evidence. Maintain an evidence file for each citation, including policies, training records, sign-offs, and supporting documentation. Conduct monthly internal compliance audits using standardized checklists and submit audit summaries with corrective actions to the President. Review compliance dashboards monthly and report risks, trends, and mitigation strategies. VII. Parent, Guardian & Stakeholder Communication Establish and maintain a formal, published communication calendar for parents and guardians. Organize and lead the Thursday morning Coffee & Conversation meetings with staff and family/guardians. Maintain minutes documenting attendance, any family concerns and follow-up actions. Distribute meeting minutes and assigned action items within 48 business hours of each meeting. Proactively communicate operational issues that may impact resident care, safety, or program continuity. VIII. Crisis Management & Executive Availability Remain on call 24/7, 365, responding to crises immediately and in person when required unless coverage is formally arranged. Notify the President immediately of any critical incident, regulatory concern, or operational risk. Participate in Administrator on Duty rotations and ensure continuity of leadership support during all assigned periods. IX. Community Engagement & Organizational Culture Promote BV’s mission, vision, and brand through documented participation in community events, provider fairs, and speaking engagements. Maintain active service in at least one community organization representing BV, with participation reviewed annually. Model and reinforce BV Core Values in all leadership actions, staff interactions, and community representation. Foster an organizational culture characterized by professionalism, accountability, compassion, and respect. X. Credentials, Skills & Competencies Required Maintain all applicable Texas licenses and certifications in good standing. Demonstrated ability to operate independently while exercising sound fiscal and operational judgment. Advanced leadership, communication, and decision-making skills in regulated healthcare or IDD environments. Proficiency in Microsoft Office Suite, data analysis, budgeting tools, and compliance systems. XI.
