About The Position

Performs advanced budget, accounting, and reporting work planning, organizing, analyzing, evaluating, coordinating, and preparing the annual operating and capital improvements plan (CIP) budgets and financial reports for WATA; uses independent thinking and application of analytical skills and techniques to address complex financial issues. There are two levels of WATA Budget Reporting Analyst distinguished by the level of work performed and the qualifications of the employee: WATA Budget Reporting Analyst I: $68,611 - $107,562 / year DOQ WATA Budget Reporting Analyst II: $73,495 - $115,378 / year DOQ

Requirements

  • Bachelor’s degree in Accounting, Finance, or a related field; and three years of budget and accounting experience; or equivalent combination of education and experience.
  • Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Skill in use of computer software, especially Microsoft Office Suite.

Nice To Haves

  • Master’s degree and experience with federal, state, and local grant writing and administration preferred.

Responsibilities

  • Assists in the preparation of WATA’s annual operating and CIP budgets.
  • Monitors revenues and expenditures during the fiscal year; recommends solutions to budget deviations; coordinates expenditure and revenue transfer requests as needed.
  • Assists in writing grant applications to obtain federal, state, and local funding for operating and capital needs.
  • Prepares routine to complex schedules, conducts research, account analysis, and other work necessary for the preparation of financial statements, ledgers, reports, analytical studies, or budget planning models; and research projects to assist with long-term planning and policy development.
  • Gathers and analyzes data and to recommend and implement policy and procedural changes resulting from such analyses.
  • Computes, prepares, and inputs data for journal entries, reconciles accounts, sub-ledgers, and system modules to the general ledger.
  • Coordinates with WATA’s Grants & Reporting Manager to prepare invoices for federal, state, and local grant reimbursements.
  • Processes invoices for payment to vendors.
  • Interprets and applies accounting and auditing standards.
  • Serves as the backup to WATA’s Grants & Reporting Manager.
  • Performs other duties as assigned.
