About The Position

This position serves as a key advisor supporting the development, oversight, and budget management of several statewide programs within the Florida Department of Transportation Five-Year Work Program, including Safety, Modal Development, Florida Rail Enterprise, and the State Infrastructure Bank. The role ensures projects are accurately programmed and maintained in the Work Program Administration System, reviews proposed program changes, monitors budgets, and provides technical guidance to district staff. Through these efforts, the position helps ensure the Work Program remains balanced, compliant, and aligned with FDOT priorities for delivering transportation improvements statewide.

Requirements

Knowledge of the Department’s budgeting and fiscal procedures.
Knowledge of the Department’s Financial Management (FM) System.
Skills in interpreting state and federal regulations and Department policy.
Skilled in using computers and working knowledge of Microsoft Office applications (Outlook, Word, Excel, and PowerPoint).
Ability to analyze and evaluate data related to transportation.
Ability to prepare correspondence and reports.
Ability to perform mathematical calculations.
Ability to utilize problem-solving techniques.
Ability to determine work priorities and ensure proper completion of work assignments within deadlines.
Ability to establish and maintain effective working relationships with others.
Ability to effectively communicate verbally and in writing.
Eight years of professional work experience in Financial Analysis, Finance, Economics, Public Administration, Business Administration, Policy Analysis, Financial Modeling, Accounting, Statistics, Transportation Financial Analysis, or Work Program. Post-secondary education may substitute on a year-for-year basis for the required experience.

Responsibilities

Acts as a principal staff advisor and provides expertise in the review and oversight of all matters relating to the development and monitoring of the Safety, Modal Development, Florida Rail Enterprise, State Infrastructure Bank (SIB) programs contained in the Department's Five-Year Work Program.
Reviews and analyzes program areas of responsibility on a weekly basis.
Ensures the accurate programming and maintenance of all data in the Work Program Administration system for items funded with specific fund codes for assigned areas.
Provides techinical advice in programming and verification of all data elements and segements in the Work Program Administration (WPA) system.
Ensures the Work Program is developed in compliance with State and Federal laws, regulations, Department policies and procedures and Work Program Instructions.
Ensures necessary action is taken to correct any area of non-compliance.
Reviews and analyzes all proposed modificiations and amendments to the Work Program assigned areas.
Develops recommendations for approval or rejection.
Monitors development, management and implementation of the programs to ensure consistency with the program plan, Department priorties, objectives and production schedules to ensure delivery and minimize negative impacts to the program.
Serves as principal staff advisor for Statewide Programs budget.
Monitors and analyzes the Gene Martin Report to determine budget impacts for all Statewide Program areas.
Provides technical advice in transactions to maintain a balanced work program budget.
Prepares allotment transfers for Statewide Programs.
Provides on-going technical assistance to the District Work Program staff on related matters regarding program areas.
Provides written recommendations of updates to the Work Program Instructions.
Acts as backup coordinator for various areas within Statewide Programs.
