About The Position

Scope: The Youth Homelessness Systems Improvement (YHSI) Continuum of Care(CoC) Integration Manager will be the lead on a HUD-funded regional planning effort to transform the homelessness response system for youth and young adults across two Continuum of Cares. Will work closely with the HMIS System Administrator, Coordinated Entry teams, the YHSI Manager, YHSI partners, YAB members to employ strategies for carrying out project goals. The YHSI Integration Manager is expected to play a significant leadership role in the build out and implementation of a youth specific Coordinated Entry System (CES) and its integration into the CoC and CES this will involve strategic planning implementation, partnership cultivation, buildout of committees & focus groups,data informed decision making, and direct oversight of project deliverables. Essential Functions Work with the CoC Assistant Director to develop and maintain detailed project plans, timelines, budgets, and resource allocation to achieve project deliverables related to five key focus areas: Youth Homelessness Systems Mapping, Needs Assessments, Partnership Building, and Youth Leadership Capacity Building. Continuously oversee, cultivate and coordinate the YHSI project steering committee and related workgroups toward project objectives. Act as the main point of contact and maintain strong relationships with key YHSI stakeholders including a Youth Advisory Board. Coordinate virtual and in-person meetings, workshops, convenings, and training sessions with stakeholders and partners to ensure collaboration and continued engagement alongside the YHSI Manager. Facilitate planning of YHSI convenings & conferences Monitor and evaluate project progress, ensuring alignment with objectives and deadlines. Perform as-needed visits to partners and communities participating in YHSI. Work with HMIS and data analyst staff to collect, analyze, and report data related to project outcomes, performance metrics, and system improvements. Lead the development of screening & prioritization tools for youth at risk of homelessness or who are actively experiencing homelessness Identify needs and lead training and on boarding for team members, staff and partners. Assist in the design, development, and delivery of CES and related HMIS training for Continuum of Care (CoC) users. Maintain training materials and support the development of process and procedure documentation to ensure data compliance with current HMIS Data Standards and best practices. Lead the integration of the Youth specific CES into the existing infrastructure and the Out Wayne CoC while ensuring compliance and alignment with HUD & ESG guidelines Coordinate compliance within the CoC agency programs and build partnerships. Create, update, and maintain program checklists, workflows, and other tools as needed to assist program staff in successfully performing data entry in HMIS. Support HMIS data quality by working with end users and their supervisors to improve program data quality by creating and sending regular data quality reports. Prepare and present regular progress reports to funders, the YHSI project steering committee and key stakeholders, Continuums of Care, and the community. Coordinate and lead committee meetings and focus groups for the purpose of developing a youth CES and integrating it into wider CoC projects. Use and present data to drive YHSI Decision making. Work to ensure all project activities are informed by youth voice, culturally competent, and inclusive of populations of youth who are disproportionately impacted by homelessness, Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others. Perform work in a professional manner that upholds Wayne Metro’s policies and procedures. Represents Wayne Metro at external meetings and events. Other duties as assigned. Physical Requirements and Work Environment The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with usually a quiet noise level, along with frequent work in outside weather conditions, and driving. This is largely an active role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to walk, sit, and frequently use hands and to talk or hear. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, color vision, and the ability to adjust focus.

Requirements

  • Bachelor’s degree; OR a combination of education and experience that is similarly equivalent.
  • A minimum of four years of experience in a related field.
  • Knowledge of Wayne County demographics, the needs of the homeless and those at-risk of homelessness in Wayne County and services available to meet those needs.
  • Ability to collect and evaluate data regarding service needs, present services, and service gaps; and through such an evaluation, develop means through which to address those service gaps.
  • Possess strong organizational, collaborative, and interpersonal skills to ensure that supportive services are delivered to eligible clients through engagement, education, and systems development.
  • Working knowledge of basic internet applications and programs including Google technology and Microsoft Office Word and Excel.
  • The ability to learn and utilize the necessary programs for this position.
  • Ability to communicate effectively both orally and in written form.
  • Ability to work remotely as needed.
  • Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
  • Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
  • Ability to work independently or in a team environment (as deemed necessary).
  • Perform work in a manner that upholds Wayne Metro policies and procedures.
  • Valid driver’s license and reliable transportation.
  • Ability to travel to various sites.
  • Work schedule to be determined by program need.

  • Experience with the Michigan Homeless Management Information System (HMIS) preferred but not required.
