This position is primarily responsible for the end-to-end administration of disability benefits and employee insurance services for NCDOT.

Requirements

  • Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.

  • Considerable knowledge of the Disability Income Plan of NC program and interpret disability laws benefit calculations and payment amounts including performing calculations manually
  • Demonstrated ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
  • Demonstrated ability to establish and maintain effective working relationships with agency personnel, officials, and the general public
  • Experience expressing ideas clearly and concisely through verbal and written correspondence;.
  • Working knowledge in the interpretation and application of federal laws and State HR laws, policies and practices governing HR.

Responsibilities

  • Disability Income Plan Administration: Manages the full-cycle short-term disability process, including eligibility verification, pay calculations, and tracking physician certifications. Ensures compliance with Retirement System regulations, manages state reimbursement requests, and maintains accurate records in SAP.
  • Customer Service & Benefit Support: Serves as the primary point of contact for NCDOT employees regarding health insurance (State Health Plan, NCFlex). Research and resolves complex coverage issues by coordinating with external vendors and BEACON. Co-facilitates bi-weekly new hire orientations.
  • Leave of Absence Coordination: Monitors insurance reporting for employees on leave. Advises staff on maintaining coverage to prevent lapses and communicates status updates to field personnel.
  • Administrative Support: Assists with specialized insurance projects, maintenance of employee files, and vendor record management.
  • Decision-Making: Requires significant judgment in interpreting disability laws, calculating benefits, and advising employees on complex options.
  • Communication: Maintains continuous contact with the State Retirement System, health plan vendors, and internal HR departments to ensure seamless benefit delivery.
