About The Position

This is a professional information technology position that will work with the USF Academic Planning and Accreditation team in the office of the Provost and Executive Vice President. This position may also be located in a program, center, or institute where a major function of the unit is the development and support of a specialized application. Incumbents in this classification must possess an advanced and comprehensive knowledge of applications systems development and the system(s) they support, along with knowledge of other information technology functions to apply a broad and interactive perspective to applications development. This position requires specialized knowledge of appropriate programming languages and development tools. This is a senior level professional position requiring the ability to complete the most difficult development and programming tasks independently. The Applications Developer III will be called upon to provide guidance and project direction to other staff members on the development team, and will serve as an expert resource within the university on the functionality of their assigned system(s).

Requirements

  • Bachelor’s degree in computer science, MIS or other field involving software and analytical training, and four years of IT related work experience, OR a Bachelor’s degree with no specific required field and five years of IT related work experience, OR a Master's degree and three years of IT related work experience, OR a combination of eight years of IT related work experience and validated training.
  • Preparation for a relevant IT certification is considered to be related training.
  • Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.
  • Senate Bill 1310 – The Florida Senate ( https://www.flsenate.gov/Session/Bill/2023/1310 ) is conditional upon meeting all employment eligibility requirements in the U.S.
  • SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
  • A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
  • (a) Two years of direct experience for an associate degree;
  • (b) Four years of direct experience for a bachelor’s degree;
  • (c) Six years of direct experience for a master’s degree;
  • (d) Seven years of direct experience for a professional degree; or
  • (e) Nine years of direct experience for a doctoral degree
  • Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
  • Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Nice To Haves

  • Application development in Microsoft .NET (C#), Python, and relational databases such as Microsoft SQL Server and Oracle.
  • Ability to work with the Microsoft Azure cloud environment.
  • Ability to solve technical problems of application development, maintenance, and deployment.
  • Knowledge of developing applications and AI agents using Microsoft AI platforms and Power Apps

Responsibilities

  • Application Programming and Software Development Develop programming code and software modifications using appropriate languages (Microsoft .NET Platform, C# and Python) and tools to provide responsive and innovative solutions, and new functionality in enterprise-wide and/or complex specialized systems.
  • Research, design, and develop prototypes using USF-specific selected products and technologies to demonstrate utility, productivity enhancements, and cost savings.
  • Write documentation to provide user support for programs and for production/operating procedures.
  • Develop, maintain and support associated databases (Microsoft SQL-Server).
  • Ability to work with Microsoft Azure cloud platform for application and database deployment.
  • Systems Analysis and Development Analyze user system and application needs, determine and evaluate potential solutions, develop system specifications and requirements, and design application programs to meet the requirements.
  • Design integrated solutions which may include applications, databases, networks, and related systems.
  • Research, analyze and evaluate current technical trends, emerging technologies and standards, new software functionality, and alternative software solutions to determine applicability and viability at USF.
  • Data Base Analysis and Development Structure, implement, and maintain database systems.
  • Establish policies, standards and procedures to ensure useful and readily accessible data.
  • Design database systems and programs.
  • Analyze data requirements, develop and document data dictionary, and develop data models.
  • Performs other duties as assigned.
