About The Position

Position Title: Assistant Superintendent of Teaching, Learning & Assessment (Education Programs Administrator 3) Classification: Education Programs Administrator 3 Salary: $12,227.00-$18,959.00 ($13,077.00-$20,277.00 PERS) This position meets the unclassified service criteria in ORS 240.205 (#11) as the associate superintendent that oversees the Office of Teaching, Learning & Assessment for the Oregon Department of Education and serves at the pleasure of the agency appointing authority (DAS CHRO Policy 40.035.01). This role works a professional Monday–Friday schedule, with evening or weekend hours as needed. As a Fair Labor Standards Act Exempt position, the workload frequently exceeds 40 hours per week. The work involves highly complex, sensitive, and politically significant issues requiring collaborative, strategic, and respectful engagement with agency leadership, the Governor’s Office, the State Board of Education, legislators, local education agencies, community partners, and stakeholders across the state. This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would be in the office. The Office of Teaching, Learning & Assessment (OTLA) provides statewide leadership to support school improvement efforts across Oregon’s school districts and education service districts. This work includes: Leadership and oversight of statewide Teaching and Learning programming Implementation of federal education programs, including Every Student Succeeds Act (ESSA) Implementation of statewide literacy initiatives Development and implementation of Oregon academic content standards High-quality instructional materials evaluation and adoption Proficiency-based teaching and learning Talented and gifted education Advanced placement and alternative education programs The work of OTLA impacts every public school district in Oregon and requires strong partnerships with other state agencies, education associations, educator preparation programs, and community stakeholders. What You Will Do! As the Assistant Superintendent for Teaching, Learning & Assessment, you will provide executive-level leadership and direction for the Office of Teaching, Learning & Assessment. You will serve as a key member of the agency’s executive leadership team and advise the Deputy Superintendent and State Board of Education on statewide education policy, strategy, and implementation. This role oversees approximately $540 million in state and federal resources and provides direct supervision to managers who lead major program areas. This position operates with a high level of independence and visibility. Decisions made in this role directly impact statewide education systems, funding allocations, public accountability, and the credibility of Oregon’s assessment and improvement efforts.

  • Executive-level leadership experience in education or public sector administration.
  • Deep knowledge and understanding of instructional expertise and academic practices, especially in literacy and evidence-based teaching practices

  • Knowledge of Oregon and federal education laws, administrative rulemaking, and legislative processes.
  • Experience with academic frameworks, emerging education technology, accountability frameworks, or school improvement initiatives.
  • Demonstrated ability to lead multiple program areas through subordinate managers while maintaining strategic alignment.

Responsibilities

  • Providing statewide educational leadership for teaching, learning, and assessment across Oregon’s K–12 system.
  • Directing implementation of federal and state education programs, including ESSA Title programs, STEM, Summer Learning and Literacy.
  • Overseeing Oregon’s high-quality instructional materials program Leading school improvement initiatives, grant awards, monitoring processes, and accountability systems.
  • Advising the State Board of Education on policy development, administrative rules, and implementation procedures.
  • Collaborating with education service districts, school districts, legislators, higher education partners, and statewide stakeholder organizations.
  • Serving as a lead in the implementation of the agency strategic plan goal and contributing to executive decision-making across ODE.
  • Leading and developing staff through clear expectations, performance management, coaching, and equity-centered leadership.
  • Embedding equity and culturally responsive practices across all programs and initiatives.
