About The Position

The Oregon Department of Education’s (ODE’s) mission is to foster equity and excellence for every learner through collaboration with educators, partners, and communities. The Office of Research, Assessment, Data, Accountability, and Reporting (RADAR) leads statewide data collection, research, accountability systems, and reporting. The office: Oversight of K-12 education data collection, validation, reporting systems and processes Ensures protection of confidential and personally identifiable student information Designs and conducts research studies to evaluate education policies and programs Develops and reports Oregon’s K–12 accountability system and supports related work Provides analytical and technical support to agency leadership, the legislature, and the Governor’s Office Supports the Quality Education Commission and related statutory reporting Leads and oversees student assessment implementation and reporting RADAR’s work informs education funding decisions, policy development, school improvement efforts, and public transparency across Oregon’s 197 school districts and 19 education service districts.

Requirements

• Nine years of management experience; OR Six years of management experience and a bachelor’s degree in a related field.

Nice To Haves

• Executive-level leadership experience in research, accountability, data systems, or public policy.
• Advanced expertise in quantitative research design and statistical analysis, including use of data analysis software to inform policy decisions.
• Deep knowledge of K–12 accountability systems, large-scale state data systems, and public reporting requirements.
• Ability to translate complex analytical findings into clear policy guidance for executive leadership, governing boards, and legislators.
• Experience ensuring data governance, confidentiality, and compliance with federal and state requirements.
• Commitment to equity-centered research and inclusive data practices, incorporating diverse perspectives into analysis and accountability systems.

Responsibilities

• Providing strategic leadership for statewide research, accountability, and reporting systems.
• Ensuring the security and integrity of confidential student data in compliance with federal and state law.
• Overseeing development of quality control standards for statewide data collection, validation, and public reporting.
• Guiding research design and advanced quantitative analysis to evaluate internal and external education policies and programs.
• Providing policy analysis and technical expertise to the Agency Director, Executive Leadership Team, State Board of Education, Governor’s Office, and Legislature.
• Overseeing responses to data requests from other state agencies, legislators, and stakeholders, including coordination through the Data Governance Committee.
• Supporting statutory reporting requirements, including work associated with ORS 327.506 and the Quality Education Model.
• Collaborating with state agencies such as the Oregon Health Authority and the Teacher Standards and Practices Commission, as well as federally recognized tribes, education associations, and community partners.
• Embedding equity, diversity, inclusion, and anti-racist practices into research methodologies, accountability systems, and data reporting.
• Managing staff performance, workforce development, contracts, intergovernmental agreements, and office resources.
