About The Position

Under the direction of the Manager Disaster Services, the Business Continuity Manager is a subject matter expert and functional/programmatic manager responsible for developing, implementing, and maintaining comprehensive continuity plans. The business continuity program ensures the Yuhaaviatam of San Manuel Nation (YSMN) and its enterprises can continue critical operations during and after disruptions like natural disasters, cyberattacks, or system failures, by working with participating departments to conduct risk assessments, creating contingency strategies, training staff on continuity procedures, and coordinating efforts to minimize operational impact and protect the brand reputation and continuity of operations. Serving as a key program in building organizational resilience against unforeseen events and in resuming operations after an interruption event. Due to the nature of the program, the Business Continuity Manager will work closely with the Manager Disaster Services to ensure seamless integration of the continuity program with other Office of Emergency Management planning, response, and recovery department efforts.

Requirements

  • Bachelor's degree with a focus in Emergency Management, Business, or closely related field required.
  • Minimum four (4) years of related experience in risk management, business, and/or emergency management required.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
  • Business Continuity and Disaster Recovery Principles: Familiarity with industry standards such as ISO 22301, NIST SP 800-34, and NFPA 1600 required.
  • Risk Management and Impact Analysis: Understanding of how to conduct Business Impact Analyses (BIA), risk assessments, and continuity planning across diverse operational areas is required.
  • Emergency Management and Crisis Communication: Familiarity with incident command systems (ICS), tribal emergency response protocols, and culturally appropriate communication strategies required.
  • Strategic Planning and Program Development: Ability to design and implement enterprise-wide continuity programs.
  • Project Management: Skilled in managing cross-functional projects, timelines, and resources.
  • Data Analysis and Reporting: Ability to interpret risk data and present findings to executives and stakeholders. Knowledge in creating and delivering presentations, conducting training, and preparing reports for senior-level executives.
  • Training and Facilitation: Skilled in developing and delivering training sessions, tabletop exercises, and drills.
  • Communication and Collaboration: Strong interpersonal skills to work with departments, vendors, and leadership.

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • FEMA Incident Command System Certification (IS-100), Introduction to the National Incident Management System (IS-700), Introduction to the National Response Framework (IS-800), and Intermediate ICS for Expanding Incidents (ICS-300) required.
  • Business Continuity Certification [i.e. Disaster Recovery Institute International DRII- Certified Business Continuity Professional (CBCP), Business Continuity Management (BCM) Institute Certification, or National Institute for Business Continuity Management Certification] required.
  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

Nice To Haves

  • Previous experience implementing or managing business continuity programs preferred.
  • Experience managing multi-disciplinary project teams preferred.
  • Regulatory Compliance: Knowledge of federal, state, and tribal regulations including compliance with San Manuel Tribal Ordinances, Gaming Commission Regulations, and the Tribal Gaming Compact preferred.
  • Tribal Sovereignty and Governance Structures: Understanding of the legal and cultural foundations of tribal sovereignty, including the unique status of tribal nations, tribal constitutions, and the role of tribal councils in decision-making and emergency response preferred.
  • Casino Gaming Operations and Regulatory Environment: Knowledge of gaming operations, including surveillance, cage operations, slot and table games, and the regulatory oversight provided by tribal gaming commissions and the National Indian Gaming Commission (NIGC) preferred.
  • IT Infrastructure and Cybersecurity in Tribal Enterprises: Awareness of how technology systems support tribal enterprises, including casinos, and how cybersecurity threats impact continuity planning.
  • Intergovernmental Relations and Jurisdictional Coordination: Understanding of how tribal, federal, state, and local agencies interact during emergencies, and the importance of mutual aid agreements and MOUs.
  • Certified Emergency Manager (CEM) is preferred

Responsibilities

  • Develops and maintains Enterprise-wide business continuity and disaster recovery plans to ensure business operations can continue in the event of a crisis; Works with department heads and stakeholders to facilitate the selection of operating strategies for the continuation of critical business functions within a recovery time objective. Ensure continuity planning efforts are integrated into other OEM planning and exercise efforts.
  • Leads Continuity of Operations Planning (COOP) and Business Continuity Program training and exercises to stakeholders and facilitates small group and executive-level presentations to stakeholders in key positions throughout the enterprise. Trains staff and management on their roles and responsibilities in the event of disruption.
  • Serves as a strategic resource to Casino Operations, Tribal Government Operations, and Tribal citizens as necessary in development of specific continuity and resiliency measures and practices; working in collaboration with representatives of the Office of Emergency Management, Emergency Services, and the Department of Public Safety; establishing and managing recovery teams to respond during a business disruption.
  • Collaborates with Enterprise Risk Management to identify risks, assess vulnerability to those risks, and implement mitigation strategies to lessen the impact of those risks upon the Tribal Government and enterprises. Aids in review of contracts, agreements, and other legal documents governing relationships with key vendors and suggests language to incorporate Service Level Agreements (SLAs) supporting recovery operations. Assists Risk Management in researching Business Interruption insurance coverage provisions and levels, filing claims, and preparing documents to support management of enterprise’s insurance portfolio.
  • Provides regular reports to senior management and executive staff on compliance of business continuity processes, readiness, events, and exercise results. Supports the organization when needed with business continuity matter inquiries from external agencies.
  • During emergency incidents, the Business Continuity Manager may be assigned to the Emergency Operations Center, Incident Command Post, or to another incident management function in a support or leadership role. Demonstrates ability to execute these roles in a manner consistent with the Tribe’s Emergency Management Ordnance, Emergency Operations Plan, and the National Incident Management System (NIMS). This includes being available for on-call responses after normal working hours during significant incidents.
  • Serves as deputy to the Manager Disaster Services during the manager’s absence or during an emergency response.
  • Performs other duties as assigned to support the efficient operation of the department.
