About The Position

The selected candidate will be employed by the School of Government Services (SOG Services), but their work location and reporting responsibilities will be at the F&O Treasury Services. SOG Services assists faculty and staff at the UNC School of Government in carrying out its important mission: to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As a nonprofit organization and an official affiliated entity of the University of North Carolina at Chapel Hill, SOG Services also contributes to advancing UNC-Chapel Hill’s broader mission of academic excellence, research, and public service. The Capital Accountant is a professional accounting position within Treasury Services that supports financial oversight, reconciliation, and reporting for the University’s capital improvement projects (CIP). The position also provides general treasury accounting support related to cash management, investment reporting, and debt administration. This role ensures accurate recording and reconciliation of capital and treasury-related financial activity within the University’s General Ledger and subsidiary systems. The position partners with Facilities, Accounting Services, and Treasury leadership to support compliance with state regulations, Board-authorized budget authority, and public financial reporting requirements. This position is well-suited for a recent college graduate or an early- to mid-career accounting professional seeking to build expertise in governmental accounting, capital finance, and treasury operations within a public university environment. This position is eligible for remote work within the State of North Carolina, consistent with University telework policies. The selected candidate must reside in North Carolina and be available to report to campus or designated job sites on an as-needed basis.

Requirements

  • Bachelor’s degree in Accounting, Finance, or related field
  • Working knowledge of accounting principles and financial reconciliation
  • Strong analytical and organizational skills
  • Proficiency in Excel
  • Ability to communicate effectively with financial and non-financial stakeholders

Nice To Haves

  • Professional experience in governmental, nonprofit, corporate, or higher education accounting
  • Experience with ERP systems (e.g. PeopleSoft or similar)
  • Exposure to fund accounting, cash management, treasury operations, or capital project accounting

Responsibilities

  • Perform recurring reconciliations of capital projects, including state-funded and customer-funded projects
  • Ensure accuracy of transactions between the University General Ledger and capital project systems
  • Identify discrepancies and prepare adjusting journal entries as needed
  • Monitor project expenditures and assist with preparing projects for financial closeout
  • Respond to financial inquiries from Facilities and project managers
  • Prepare or assist in preparing monthly, quarterly, and annual capital project reports
  • Reconcile project budgets to legislatively and Board-approved funding authority
  • Support year-end reporting, including retainage tracking and expense classification for capitalization
  • Assist with monitoring restricted capital fee funds and repair and renovation funding
  • Prepare ad hoc financial reports for Treasury and University leadership
  • Perform reconciliations of bank accounts and cash-related general ledger accounts
  • Assist with Treasury related accounting entries and payment processing
  • Support compliance reporting related to state treasury requirements, bond covenants, and other regulatory obligations
  • Maintain documentation to support audits and external reporting
  • Coordinate with Accounting Services to close completed capital projects in the University ledger
  • Assist in determining the appropriate disposition of unspent project funds in accordance with state requirements
  • Serve as backup for invoice processing and chartfield review
  • Process internal billing journals and capital-related fees
  • Participate in initiatives to improve financial processes and strengthen internal controls within Treasury Services
