About The Position

Providing transformational change to the child welfare system in Region 5 . Services provided in the following counties - Polk, Tyler & Hardin Position Summary The Case Management Supervisor leads a team of Case Managers in providing oversight and services to children and families. The Case Management Supervisor ensures the team follows agency policy, the Texas Family Code and Minimum Standards of child placing agencies. This position interacts routinely with clients, judges, attorneys, children, school personnel and all other aspects of the community. The role of the Case Management Supervisor is a position requiring daily assessment and decision-making of child safety issues, and permanency. Case Manager Supervision requires initiative to independently organize and manage numerous tasks associated with the position. This role also requires routine interaction with Texas Department of Family and Protective Services staff, parents, children, youth, caregivers, contract providers, civil and criminal court personnel, community representatives, and other partner agencies. Case Management Supervisors manage and develop members of their team to ensure that services to children, youth and families are set-up timely and directed toward child safety, permanency and well-being.  Case Manager Supervisors ensure their team is trained and proficient in the policy and service model for Texas Family Care Network. 

Requirements

  • Education/Credentials/Licensure: Bachelor’s degree from an accredited college or university. Valid state driver’s license, safe driving record, and current auto insurance. 
  • Experience: Three (3) years of documented full-time experience with the Department of Family and Protective Services, with a SSCC, in a child-placing agency, in a residential child-care operation, or as a conservatorship caseworker or foster adoptive home development worker for the department. The experience must be in conducting assessments, service planning, or case management duties.

Responsibilities

  • Support/Service Delivery Plans and manages unit operations to achieve goals and objectives for service delivery by monitoring caseloads, consulting with staff on case issues, approving leave and holding unit meetings.  Interprets program policy and procedures to unit staff, other agency staff, parents, children, youth, caregivers, the courts, CASA, other stakeholders, and the general public.   Identify potential kinship/fictive kin placement options and request home studies as needed.   Learns the background of the family and child/youth on each case to strategize how best to support them.  Participates in supervision meetings as directed/required by the Director. Participates in other administrative and planning meetings as needed to facilitate case management functions. Attends and actively participates in court hearings about the child and family. Participates in supervisor on-call rotation and duties. Ability to work independently to meet case management deadlines and job performance.   Completes other duties as assigned by the Case Management Director.  
  • Communication Develops and maintains effective working relationships between Texas Family Care Network staff, Department of Family and Protective Services staff, child welfare boards, the general public, legal, medical, educational, and other community resources. Communicates regularly with the Director to address appropriate issues when necessary.  
  • Supervision Receive supervision. Receive supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters. b. Provides supervision. Supervise staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests. Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.
  • Leadership Leads a mobile unit of Case Managers who utilize technology. Selects, manages, and develops staff through field visits, review of performance data, conferences, training, and performance evaluations. Excellent training skills, program development, and strong leadership along with mentoring/coaching abilities.    Provides regular and consistent support/supervision to Case Managers/Senior Case Managers and provides opportunities for the professional development of assigned staff.   Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.
  • Community Engagement Works collaboratively with other systems (education, health and justice systems) to improve outcomes for the child/youth and family.   Participates in meetings with collaborating partners and agencies.  
  • Documentation Document case records in accordance with policy.   Ensures accuracy and timeliness of data entered into systems, ensure that all relevant information exists in their records (e.g. client, family, employee, billing, etc.).  Completes appropriate forms and documentation concerning client contact including data entry into CoBris, IMPACT and other technology/case management systems.  
  • Financial/Budget Reports expenses and provides supporting documentation.   Adheres to deadlines for submitting and approving expense reports.
  • Risk Management and Safety Adheres to mandated child abuse reporting laws.   Evaluates unit performance through case readings, data reports, and observation of unit operations to ensure unit compliance with policy, procedure and service control requirements. Reviews case documentation on a regular schedule to monitor compliance.   Assures all policies, procedures, and standards relating to child safety and well-being are followed.   Follows policies and procedures for responding to and handling a crisis. Completes online learning and policy acknowledgements by due date. Attends and participates in all required trainings.
