We serve an area totaling 710 square miles, with over 1,190 schools and educational centers, and we employ over 74,000 individuals, making us one of the largest employers in our city. The Los Angeles Unified School District is seeking a visionary, strategic, and collaborative Chief Information Officer to lead the District’s information and technology services in support of instructional excellence, operational efficiency, and student success. The ideal candidate will possess extensive knowledge of organizational and management principles, systems analysis, budgeting, and supervision, with demonstrated expertise in information and data management systems. They will have a strong understanding of contract law, public purchasing, research methodologies, and cost analysis, as well as principles of public relations, collective bargaining law, labor agreements, and merit-system personnel administration. The successful candidate will demonstrate the ability to recognize emerging trends and future avenues in information services and conceptualize innovative strategies and solutions to meet evolving District needs. They will be skilled in analyzing current and potential challenges, developing and evaluating solutions, and implementing operational improvements through subordinate managers to achieve organizational objectives. The ideal CIO will be adept at identifying and leveraging internal and external resources to maximize business efficiency and will communicate clearly and effectively in both written and oral formats. They will be an effective leader and facilitator, capable of conducting meetings using consensus-building techniques and delivering persuasive, data-driven presentations to diverse stakeholders, including executive leadership, labor partners, and the Board of Education. This position requires a forward-thinking leader committed to equity, innovation, and service excellence, with the ability to guide a large, complex public education organization through digital transformation and continuous improvement. Important Note: Incumbents hired for this job must report to work on-site 5 days a week.

Requirements

  • Graduation from a recognized college or university with a bachelor's degree.
  • Eight years of executive or management experience that included responsibility for the design and/or operation of a large, complex information technology division in the private and/or public sector.
  • A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle.
  • An employee in this class is subject to the reporting requirements of the District’s Conflict of Interest Code.

Nice To Haves

  • A master's degree in Business Administration, Public Administration, Engineering, Computer Science, or other related field is highly preferable.
  • A valid Information Technology Infrastructure Library (ITIL) certification is preferable.

Responsibilities

  • Providing strategic leadership in anticipating and developing appropriate and innovative responses to future needs and challenges regarding the District's information technology program.
  • Providing assistance to the Deputy Superintendent of Instruction and staff in meeting their information needs.
  • Working closely with the Board of Education, Superintendent, Deputy Superintendents, and field personnel to understand their information needs and develop strategies to meet those needs.
  • Planning, directing, and managing the activities of the information technology function through subordinate executives, administrators, and managers.
  • Leading the Project Management Office (PMO) that establishes project management practices, processes, fundamentals, and IT program executive governance.
  • Developing and updating the District's Information Technology Blueprint providing a framework for application development, standardization, prioritization of projects, purchasing guidelines, and the use of technology in the classrooms and offices.
  • Developing and managing the annual operating and capital information service budgets and reviews continuously for cost cutting and avoidance opportunities.
  • Providing District-wide direction in the development and enforcement of Information Technology policies, standards, practices, and security measures.
