We are seeking a Chief Medical Officer (CMO) to join our dedicated team and help shape the future of our behavioral health and substance use programs. The CMO provides medical leadership and oversight for our outpatient programs, directing patient care, supervising advanced practitioners, supporting program development, and ensuring compliance with regulatory standards. This role collaborates closely with clinical staff and community partners to deliver high-quality, coordinated care for a diverse client population. POSITION OVERVIEW: The Chief Medical Officer (CMO) provides medical direction and supervision in directing the activities and medical treatment plans of outpatient substance abuse and mental health treatment programs, which may include counseling, opioid treatment, psychiatric/psychological, community support, and outreach services at Coastal Horizons Center, Inc.

Requirements

  • Graduation from Medical School, and completion of required internships/residency program requirements.
  • Board Certification preferred, Board Certification eligibility required
  • Thorough knowledge of substance abuse, addiction, mental health and co-occurring disorders.
  • OR An equivalent combination of education and experience.
  • Thorough knowledge of assigned medical treatment principles, techniques, and practices, and their application to specific casework.
  • Thorough knowledge of medical treatment strategies and providing services to a diverse clinical population with co-occurring disorders.
  • Thorough knowledge of psychological assessments, including diagnosis, testing, comprehensive report writing, and treatment recommendations.
  • Thorough knowledge of available program, behavioral and socioeconomic problems and their treatment.
  • Knowledge of the laws, regulations, standards, and policies which govern the assigned programs and the Agency.
  • Ability to express ideas clearly and concisely and to plan and execute programmatic work effectively.
  • Ability to make public presentations to various community and Agency groups.
  • Must be able to physically perform the basic life operational functions of stooping, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.
  • Must be able to perform light work exerting up to twenty (20) pounds of force occasionally, up to tent (10) pounds of force frequently, and/or a negligible amount of force constantly to light objects.
  • Must possess the visual acuity to prepare and analyze data, operate a computer terminal, and perform extensive readings.

Responsibilities

  • Plans, directs and manages the medical treatment activities of substance abuse and outreach services.
  • Works with the VP of Clinical Services in evaluating present program effectiveness to determine any need for program modification and development.
  • Be able to examine, prescribe, evaluate, administer, dispense, review, inform and/or refer in matters pertaining to a clients medical/clinical needs.
  • Provide consultation to medical and clinical staff for client treatment and/or case management issues.
  • Provides assistance with all in-service training for Agency staff and any health-related educational services for Agency clients.
  • Acts as a liaison between community physicians/agencies and Coastal Horizons Center, Inc.
  • Possesses considerable clinical, communicative, and coordinating skills in the daily management of the medical treatment program.
  • Subject to OSHA rules and regulations of blood-borne pathogens due to possible exposure to various bodily fluids.
  • Provides assigned projects, reports, attends conferences, evaluates program effectiveness, adherence to external and internal standards.
  • Direct patient care as it relates to program services need: 70%
  • Supervision of advanced practitioners: 20%
  • Policy and business development: 10%
