About The Position

Morrison Center is seeking a Chief Program Officer to be based Onsite in Scarborough, Maine. This position provides executive leadership and oversight of all clinical and programmatic services across the organization. Reporting directly to the CEO, the CPO is responsible for the strategic direction, operational excellence, and clinical integrity of programs serving both adults and children, including case management, shared living, community supports, outpatient therapy, and school-based clinical services.

Requirements

  • Master's Degree in social work
  • Active LCSW
  • 5+ years of progressive leadership experience in behavioral health, IDD services, or nonprofit program management
  • Minimum of 3 years in a senior leadership role overseeing multiple programs
  • Strong executive leadership and team development skills
  • Deep understanding of clinical service delivery across adult and children’s systems
  • Ability to manage complex, multi-program operations
  • Data-driven decision-making and performance management
  • Strong communication and stakeholder engagement skills
  • Financial and operational acumen

Nice To Haves

  • Experience with clinical oversight, program development, and multi-service line management preferred

Responsibilities

  • Oversees services operating under both mental health licensing and Office of Aging and Disability Services (OADS) licensing, ensuring all programs consistently meet regulatory requirements, contractual obligations, and best practice standards.
  • Develop and implement programmatic and clinical strategies aligned with the organization’s mission, vision, and long-term goals.
  • Provide leadership across adult and children’s services, ensuring consistency in clinical standards, service delivery expectations, and outcomes.
  • Monitor industry trends, regulatory changes, and best practices in behavioral health, IDD services, and care coordination.
  • Oversee all program areas, including Targeted Case Management, Behavioral Health Home, Shared Living Option, Community Support Services, Outpatient Clinical Services, School-Based Clinical Services
  • Oversee program budgets, resource allocation, and productivity expectations to ensure financial sustainability.
  • Drive consistency in service intensity, engagement, and outcomes across programs.
  • Ensure clinical services are delivered in accordance with best practices, ethical standards, and regulatory requirements.
  • Ensure compliance with all applicable state, federal, and payer requirements.
  • Provide regular reporting to the CEO, executive team, Board, and external stakeholders.
  • Lead and mentor program and clinical directors, fostering a culture of accountability, collaboration, and professional growth.
  • Build leadership capacity across programs to ensure strong supervision and operational consistency.
  • Support recruitment, retention, and development of high-quality staff across all service lines.
  • Develop and maintain relationships with key stakeholders, including state agencies, community partners, schools, and healthcare providers.
  • Represent the organization in community and system-level initiatives related to behavioral health and IDD services.
  • Promote efficient use of resources while maintaining high-quality care
