About The Position

This is supervisory engineering work at an advanced professional level characterized by managing programs and functions of considerable scale and complexity. Work includes, under general direction from the Deputy Director, the responsibility to plan, coordinate, and oversee all activities of the engineering section of the Division of Water & Sewer. It includes technical and managerial interaction with other County departments, the public, consultants, contractors, and other agencies and groups. Work includes effective management of the Division’s capital improvement program. It includes advising the Deputy Director and participating in the development of Division policy and strategy. Work is performed with considerable independence within established policies and procedures.

Requirements

  • Eight (8) years of increasingly responsible engineering experience in the area of specialization, including at least five (5) years in water distribution and treatment, or wastewater collection and treatment systems.
  • Experience should include at least three (3) years of responsible personnel and budget management work.
  • B.S. degree in civil engineering, or a closely related engineering degree, such as sanitary, environmental, or chemical
  • Must be registered in the State of Maryland as a Professional Engineer with competency in Civil/Environmental, Mechanical, or Chemical Engineering. If a candidate has the required license from another state, the candidate must be able to obtain licensure in Maryland within 6 months of employment.
  • Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points. Please be advised that this position requires a valid driver’s license. Your application will not be considered if you fail to include the full driver’s license on the electronic application.
  • Extensive knowledge of engineering theory, principles, and practices as they relate to the design, construction, operation, and improvement of public water and sewer utilities
  • Understanding of the background biology and chemistry aspects of water and wastewater treatment systems
  • Knowledge of applicable State and Federal regulations
  • Thorough knowledge of the elements of supervision and of program management
  • Ability to manage the planning, design, and construction of water treatment plants and water distribution systems, and wastewater treatment plants and sewage collection systems
  • Ability to perform and manage purchasing and contracting actions, and manage contracts
  • Ability to analyze information and prepare technical reports and budgets
  • Proficient with Microsoft Office Suite, including Word, Excel, and Outlook
  • Ability to communicate effectively in both oral and written form
  • Ability to establish and maintain effective working relationships with others
  • Ability to speak publicly before groups and organizations
  • Ability to bend, stoop, kneel, sit, or stand
  • Ability to drive a vehicle while carrying out some assignments
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

Nice To Haves

  • Experience with Microsoft Project or other project management software is preferred
  • Proficiency with database applications is preferred
  • Experience using GIS applications and City Works (work management system) is preferred
  • Experience with web-based applications for enterprise functions (Budget and Personnel) is preferred

Responsibilities

  • Plans, directs, and oversees the work of employees assigned to the Division’s engineering section. This includes employee evaluations, mentoring junior staff, and providing guidance on professional development.
  • Coordinates and oversees the activities of the Division’s asset management and GIS efforts to provide long-term tracking and evaluation of the Division’s infrastructure for future capital planning.
  • Manages the Division’s capital improvement program, including the development and management of that budget, and the full life-cycle management of capital program projects.
  • Develops the priority plan for capital project execution with input and support from the Division’s Operations Group and Maintenance Group.
  • Works closely with the Division’s Planning Group to ensure the capital improvement program budget incorporates system improvements outlined in the Division’s Master Plan.
  • Oversees significant capital projects, which include scope development, design, construction, and commissioning.
  • Interacts with engineers, consultants, contractors, inspectors, and operators.
  • Oversees professional service contracts and consultants that support the Division’s capital improvement program and capital program projects.
  • Works with individuals at all levels of County government, with regulators, and with the public to represent the Division of Water & Sewer and to communicate related initiatives.
  • Reviews all new construction drawings and specifications relating to the Division’s capital improvement program, developer projects, and work coordinated with other municipalities (e.g., Aberdeen, Havre de Grace, City of Baltimore).
  • Provides in-house technical engineering consultation and support within the Division, and within County government, as needed.
  • Maintains availability for on-call and/or emergency consultation to provide urgent or emergency engineering support within the Division, and within County government, as needed.
  • Assists the Deputy Director in matters concerning regulatory compliance, contract negotiations, interagency agreements, strategic and long-term planning, and special projects in support of the Division.
  • Represents, and/or assumes duties of the Deputy Director in his/her absence.
