LOCATION: Lucas County Treasurer One Government Center, Suite 500 Toledo, OH43604-2253 POSITION: Clerk 1 REPORTS TO: Supervisor DEPARTMENT: Foreclosure/Delinquent Collection STATUS: Full-time, Permanent, Bargaining Unit HOURS OF WORK: Lucas County Treasurer’s office standard hours of operations are M-F, 8:00 am to 4:30 pm. Work may need to be performed outside of these hours as assigned. Upon placement, not to exceed forty (40) hours per week without the prior approval of the Lucas County Treasurer or Designee. GENERAL OBJECTIVE: This entry-level position serves to provide basic & routine services to taxpayers. While each department of this Office has a primary focus, employees are encourage to cross train. Not every Clerk 1 will be required to perform all the essential job functions listed below, but every Clerk 1 should have core competencies in the department to which they are assigned. MINIMUM QUALIFICATIONS: Successful completion of an undergraduate degree in a related field, OR high school graduate or GED and three year of documented education, training and/or experience in real estate transactions including title and legal, delinquent collections, and/or cash management, including cashier duties and banking. KNOWLEDGE, SKILLS & ABILITIES: Knowledge in internet research skills Intermediate customer service skills, including ability to maintain professionalism Intermediate organizational skills Intermediate knowledge of professional writing standards Intermediate knowledge in IAS World Intermediate skills in using Microsoft Office, including Excel Ability to work productively in a team or as a group Ability to multi-task in a fast pace environment Knowledge of the basic understanding of real estate transactions Ability in data entry skills Ability to work accurately and repetitively ADDITIONAL CLERK 1 ESSENTIAL JOB FUNCTIONS BY DEPARTMENT: Foreclosure Basic knowledge in assisting with preparing cases for Sheriff Sale Basic knowledge in ordering title work and communicating with title companies Basic knowledge of city of Toledo inspections and code violations regarding foreclosure cases Basic knowledge in maintaining file in hard copy and electronic in accordance with the retention schedule Basic knowledge in reviewing completed cases for transfer to Prosecutors’ office Basic knowledge in preparing cases for sheriff sale and assist in management of case assignment and flow Basic knowledge in using all resources available to locate all parties associated with particular parcels of land within Lucas County Basic knowledge of the foreclosure process, including court costs and ordering title work Basic knowledge of title work and investigative research Ability to maintain files both in hard copy and electronically Ability in responding to taxpayer questions regarding foreclosure and the foreclosure process Assist in the Delinquent/Collections Que Assist with opening mail Assist general public, lawyers, realtors and bankers Other related duties as assigned Delinquent Basic knowledge of delinquent collection process Basic skill in enrolling delinquent taxpayers into payment Basic knowledge in monitoring payment plans: ability to calculate penalty and interest, prepare defaulted bills, keep a record of completed and defaulted plans per the schedule of retention Basic knowledge in helping taxpayers enroll in TIPP when delinquency is paid in full Basic knowledge of Lucas County Land Bank and Auditor processes such as side lot transfer, owner occupied credit, and tax adjustments Basic knowledge of the foreclosure process including court costs, and ordering title work Basic knowledge of the City of Toledo inspections/code violations in regards to foreclosed properties Assist in the Delinquent/Collections Que Assist with opening mail Assist general public, lawyers, realtors and bankers Other related duties as assigned
