About The Position

AECOM is seeking an experienced Commercial Director to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM. AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, commercial management, and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The Commercial Director will oversee commercial strategy, contract administration, and financial governance for this multi‑billion‑dollar infrastructure program delivered under the Construction Manager at Risk (CMAR) contract type. This role is central to ensuring commercial integrity, cost predictability, and successful negotiation of Guaranteed Maximum Price (GMP) packages with CMAR contractors. The ideal candidate brings deep experience in commercial management for large transportation or infrastructure programs, excels in contractor negotiations, and understands the complexities of CMAR delivery, risk allocation, and cost transparency. This role ensures effective contract management, compliance, and communication throughout the construction phase and contract closeout. The position requires regular attendance at the Integrated Project Office (IPO) in Baltimore, MD.

Requirements

  • Bachelor’s degree in Law, Engineering, Construction Management, or related field.
  • Twelve years of commercial management experience in construction management and contract administration or demonstrated equivalency of experience and/or education, including 4 years of leadership.
  • Knowledge of commercial and contractual processes in large-scale infrastructure projects.
  • Experience in managing complex contracts and resolving disputes effectively.

Nice To Haves

  • Demonstrated experience with CMAR, GMP development, and contractor negotiations.
  • Legal or advanced commercial experience
  • Rail industry experience.
  • Infrastructure design and construction program and contract management experience with working knowledge of construction contracts, technical specifications, and engineering drawing interpretations
  • Experience supporting mediation, arbitration, and dispute resolution.
  • Highly proficient in federal competitive procurement processes and regulations.
  • Initiative-taking and self-directed with the ability to manage multiple project team members, consultants, and contractors for specific initiatives.
  • Effective and experienced in communication, negotiation, and stakeholder management skills.
  • Proficient in analyzing problems, forecast risks, and implement solutions.
  • Experience with invoice review, audit support, and grants management.

Responsibilities

  • Lead the commercial strategy and negotiation of Guaranteed Maximum Price (GMP) packages with CMAR contractors.
  • Validate contractor cost proposals, including labor, equipment, materials, allowances, contingencies, and fee structures.
  • Ensure GMP submissions comply with contract requirements, cost transparency expectations, and auditability standards.
  • Assess contractor assumptions, pricing methodologies, and risk allocations to protect owner interests.
  • Interpret contract terms and ensure compliance across all project teams and contractors.
  • Manage commercial risk registers, mitigation strategies, and commercial governance processes.
  • Lead commercial assessments for scope changes, claims, and dispute resolution.
