About The Position

The Senior Construction Manager – Signals, Systems & PTC is responsible for providing senior‑level construction management and technical oversight for multiple State of Good Repair (SGR) railroad signal, systems, and Positive Train Control (PTC) projects. This role leads field execution, construction oversight, inspection, contractor coordination, and signal/system design constructability reviews to support safe, compliant, and on‑time project delivery. This position requires a highly experienced railroad professional capable of managing multiple concurrent projects and stakeholders while providing expert guidance during critical construction, testing, and cutover activities. The Senior Construction Manager acts as a technical and operational leader, ensuring projects enhance rail safety, system reliability, and service performance while complying with applicable railroad and regulatory standards. Overtime may be required to support system cutovers, testing, and commissioning activities and will be compensated at the straight‑time rate. A company vehicle is authorized for this position.

Requirements

  • Demonstrated expertise in railroad signal, communications, and PTC systems for passenger, commuter, or Class I railroads
  • Strong working knowledge of train control systems, dispatch and central control operations, and Positive Train Control systems
  • Knowledge of telecommunications systems including fiber‑optic, microwave, wireless radio (data and voice), and related infrastructure
  • Proven ability to manage complex construction activities in active railroad environments
  • Strong problem‑solving, decision‑making, and organizational skills
  • Ability to communicate effectively with contractors, vendors, railroad management, and internal stakeholders
  • Ability to manage competing priorities and multiple concurrent initiatives
  • Proficiency with Microsoft Office Suite and electronic communication tools
  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field – or – Minimum of 10 years of equivalent, progressive railroad signal, communications, and PTC field experience
  • Minimum of 10 years of construction and/or construction management experience on railroad signal, communications, or PTC projects for passenger, commuter, or Class I railroads
  • Valid driver’s license
  • Ability to obtain and maintain required railroad certifications

  • Experience with State of Good Repair (SGR) or capital improvement programs
  • Experience supporting signal system testing, integration, and cutover activities
  • Experience conducting jobsite safety assessments and enforcing contractor compliance with mitigation plans
  • Experience reviewing and interpreting project schedules and phasing plans
  • Familiarity with civil/track construction coordination in active rail corridors
  • Previous railroad operating or construction certifications

Responsibilities

  • Lead and manage multiple railroad signal, systems, and PTC construction projects concurrently
  • Provide senior construction management oversight for large‑scale signal, communications, and PTC infrastructure improvements
  • Perform constructability and signal/system design reviews, including evaluation of construction phasing from a railroad operations perspective
  • Coordinate closely with contractors, consultants, railroad managers, and internal teams to support safe and efficient project execution
  • Review and interpret signal, systems, and PTC plans, specifications, and construction phasing documents
  • Support development and implementation of long-range State of Good Repair (SGR) improvement programs
  • Support capital and maintenance project development aimed at reducing operational risk and improving system reliability
  • Provide technical guidance and practical, cost‑effective solutions to signal, communications, and train control challenges
  • Oversee and document field inspections, including walking inspections and verification of installations
  • Verify quantities, materials, dimensions, and installation accuracy in the field
  • Support testing, pre‑testing, cutover, and commissioning activities as required
  • Prepare accurate daily, weekly, and project reporting documentation
  • Prioritize field interventions based on inspections, monitoring, and risk assessments
  • Apply sound judgment to balance safety, quality, schedule, and cost across multiple active projects
  • Perform other duties as required to support business and project needs
