About The Position

We are seeking a highly organized, detail-oriented, critical-thinking and innovative individual to join our team as a Contracting & Procurement Officer in our Field District 4, located in Perry, Oklahoma reporting to the Assistant Procurement Division Manager at the Central Office, in Oklahoma City. This position will play a crucial role in ensuring the various purchases made by the Department meet statute, external and internal rules and guidelines.

Requirements

  • Knowledge of contracting methods pertaining to the procurement of a wide variety of goods and services; of state purchasing laws and regulations; of assigned commodities or services; of sources of supply; and of recent developments, trends and economic factors affecting procurements.
  • Ability is required to write and review purchase specifications and requisitions; to evaluate bids and award contracts; to identify sources of supply; to monitor contract performance; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.
  • OMES approved Certified Procurement Officer in good standing (Contracting & Procurement Officer II) or be willing to enroll in the CPO Program (Contracting & Procurement Officer I).
  • Level I : Education and Experience requirements at this level consist of three years of technical clerical work; or an equivalent combination of education and experience.
  • Level II : Education and Experience requirements at this level consist of three years of technical clerical work and two years of technical experience in contracting and/or procurement; or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.

Nice To Haves

  • Transportation and government related experience is preferred but not required.
  • Peoplesoft Financials experience is preferred but not required.

Responsibilities

  • Coordinate acquisition activities primarily for ODOT District 4.
  • Draft and review specifications for requisitions from ODOT District 4.
  • Advises agency personnel on statutes, rules, guidelines and internal procedures.
  • Be able to effectively work with personnel and peers in both a physical and remote work environment.
  • Audit P-Card Transactions to ensure compliance with the Central Purchasing Act
