About The Position

This is corrections work at the supervisory level on an assigned shift, directing and reviewing the work of lower-level corrections personnel insuring the care and custody of County prisoners. Work also includes involvement in the management of prison operations during the assigned shift. A position in this class is differentiated from those in closely related classes by the assignment of shift commander responsibility. Positions in this class report directly to higher-level corrections personnel.

Requirements

  • Thorough knowledge of institutional management goals and objectives pertaining to the care, custody and control of inmates.
  • Thorough knowledge of the rules, regulations, policies and procedures of the Lehigh County Department of Corrections.
  • Knowledge of the methods and techniques commonly employed in planning, assigning and reviewing the work of lower-level correctional personnel.
  • Initial and continued qualification in departmental handgun and shotgun.
  • Initial and continued qualification in impact weapons, chemical agents and other less lethal technologies.
  • Ability to establish and maintain effective working relationships with associates, law-enforcement and criminal justice personnel, and inmates and their family members.
  • Ability to direct staff quickly and calmly in emergencies.
  • Ability to hear, understand and carry out complex oral and written instructions, and communicate clearly, both orally and in writing.
  • Possession of a valid State driver's license.
  • High school diploma or general education degree (GED); or one to three months related experience and/or training; or equivalent combination of education and experience.
  • Three to four years-experience in corrections work, two years which has been in leading the work of corrections officers.

Responsibilities

  • Act as Shift Commander, directs and supervises Corrections Sergeants, Corrections Officers and other staff in the daily operation of the facility. Consistently enforces policy and procedure.
  • Implements emergency plans, responds to emergency situations and directs personnel as needed. Administers First Aid/CPR and applies the Use of Force policy in a hands-on manner.
  • Tours facility to observe general safety and security conditions and to inspect and observe work being accomplished. Directly addresses issues and solves problems brought by staff and inmates before escalation to higher administrative levels.
  • Identifies and studies institutional problems, conduct investigations and takes corrective action or recommends changes in procedures, operations, etc. to address same.
  • Develops work assignments and schedules for lower-level corrections personnel and completes employee payroll.
  • Recommends training needs, organizes and teaches training classes.
  • Prepares a variety of written reports and documents such as Shift Commander's Daily Report, shift roster, Extraordinary Occurrence report, etc.; reviews and approves reports and documentation of lower-level staff.
  • Navigates through the department's jail information management system.
  • Chairs the inmate misconduct hearing board and conducts inmate disciplinary hearings.
  • Conducts performance coaching and counseling of staff and initiates discipline in accordance with facility, department, and County policy directives
