About The Position

As Counsel on the U.S. Regulatory Change Management (RCM) team, you will play a critical role in identifying, assessing, and communicating regulatory obligations that impact Walmart’s operational subject matter areas. You will be assigned complex regulatory domains with significant operational, strategic, or reputational implications. Using advanced legal research skills, you will monitor, analyze, and interpret U.S. legislative and regulatory developments and support global considerations as the program expands. You will partner closely with Compliance, Regulatory Legal, Corporate Affairs, and business teams to provide actionable insights, lead regulatory change projects, and strengthen our program governance framework. You will also help build and mature a unified approach to regulatory risk identification and integration across transactions and major business initiatives. Provide accurate, concise, business‑focused impact analyses of legislation and regulatory activity across assigned subject matter areas. Lead regulatory change projects from analysis through implementation in partnership with Compliance and business stakeholders. Build and mature a cross‑functional capability to integrate regulatory considerations into transactions and major business initiatives. Enhance program governance by developing repeatable documentation, escalation paths, and accountability mechanisms. Support international regulatory understanding and collaboration as the RCM program expands globally, working with International stakeholders to align on obligations and emerging requirements. Develop and maintain legal surveys and other reference materials. Cultivate strong relationships across Compliance, Regulatory Legal, Corporate Affairs, and business operations. Apply sound legal judgment and communicate clear recommendations. Demonstrate leadership through collaboration and influence in a complex, matrixed environment.

Requirements

  • Experience in regulatory agencies, legislative bodies, or regulated industries.
  • Strong regulatory, compliance, and administrative law foundation.
  • Demonstrated experience in program governance and working with risk identification/control frameworks.
  • Experience collaborating across cross‑functional risk or transaction workstreams.
  • Experience working in an international regulatory environment or supporting global markets, including familiarity with multi-jurisdictional regulatory frameworks and international stakeholders.
  • Proficiency with legal research tools and the ability to translate complex rules into practical guidance.
  • A collaborative, team‑first mindset and strong relationship‑building skills.
  • A self-starter who thrives in a fast-paced, matrixed environment.
  • Excellent organization, strategic thinking, and communication skills.
  • A tech-mindset to AI-enable processes.
  • Law degree from accredited law school and 4 years’ experience in law.
  • License to practice law in at least one state.
  • Experience in a multinational environment.
  • Experience with regulatory risk assessment models.
