About The Position

IDPH's Division of Patient Safety and Quality works to promote high quality, high value, and equitable health care for people in Illinois. The Division tracks health care service usage and quality/patient safety outcomes, publicly reports health care facility performance data to promote transparency, develops and implements initiatives to strengthen health care facility ability to prevent patient harm and improve quality of service delivery, and equips patients to engage effectively with the health care system. The Division also evaluates how local and national patient safety and quality standards will improve patient safety and quality in Illinois. The Illinois Department of Public Health is seeking a highly motivated individual to serve as Data Integration Specialist. Provides subject matter expertise on data integration solutions and data architecture to advance specific healthcare quality and public health priorities. Applies data management best practices in combination with data technology to implement the public health architecture vision. Designs and maintains processes and integration tools for the public health data collection. Develops and implements data integration solutions. Researches and recommends technologies and strategies to enhance healthcare quality data and other targeted public health data. Builds and maintains strong collaborations with internal and external stakeholders.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college in public health, computer science, engineering or a related area.
  • Requires prior experience equivalent to three years of progressively responsible professional experience developing data integration solutions.

Nice To Haves

  • Three (3) years experience with HL7 standard, HL7 interface engines, ETL design, development, architecture and implementing data warehouse data marts.
  • Three (3) years experience with data manipulation, data integration design and development.
  • Three (3) years experience with MIRTH connect and query APIs using JSON or XML.
  • Two (2) years experience with one or more public health datasets.
  • One (1) year experience communicating both verbally and in writing.
  • One (1) year experience collaborating effectively in teams and with multiple stakeholders.

Responsibilities

  • Develops and implements data integration solutions.
  • Applies data management best practices in combination with data technology to implement the public health architecture vision.
  • Researches and recommends technologies and strategies to enhance healthcare quality data and other specified public health data.
  • Builds and maintains strong collaborations with IDPH data stewards.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
