About The Position

The State Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through its accounting, disbursing, payroll, internal controls, data management, eCommerce, and financial reporting systems that serve state agencies, employees, and the public. OSC will provide excellent customer service while achieving those goals. The State Controller is the State’s Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems. The basis for the Controller’s authority is statutory. Description of Work: This position is part of the NCFS Technical Team (Business Intelligence) and focuses on producing reports that support statewide business needs, while ensuring data quality and report performance in the enterprise Business Intelligence system. This position is responsible for designing, developing, implementing, and supporting Oracle ERP reports using Oracle Cloud Financial ERP reporting tools, specifically BI Publisher (BIP), Oracle Transactional Business Intelligence (OTBI), and Financial Reporting Studio (FRS). Responsibilities include hands-on report development, managing reports that are part of outbound interfaces, administration of report scheduling, and collaboration with business stakeholders. This role is responsible for end-to-end implementation of reporting solutions and outbound data integrations for Oracle Financials, including monitoring, maintaining, and enhancing existing reports.

Requirements

  • Technical experience in Oracle financials, preferably Oracle cloud reporting with broad understanding of at least four modules from General Ledger, Accounts Payable, Accounts Receivable, Purchasing, Supplier Portal, Employee Expense, Fixed Asset, Inventory, Cost Management, Project Accounting and Grants.
  • Strong hands-on experience with Oracle reporting tools, specifically BI Publisher (BIP), OTBI, and FRS, including report development, customization, and scheduling.
  • Solid understanding of Oracle Financials data structures, subject areas, and reporting architecture.
  • Proficiency in Oracle ERP technologies, with hands-on experience in Oracle EBS R12 or higher; Oracle Fusion/Cloud ERP experience preferred.
  • Expertise in Oracle reporting tools including OTBI, BI Publisher, Smart View, and FRS, with deep knowledge of Oracle Financials architecture, report catalog security, and ESS job scheduling.
  • Advanced technical and automation skills, including SQL development, Visual Basic macros, and batch scripting for process optimization.
  • Experience with version control, GIT/Subversion.
  • Expertise in Oracle Workflow and Personalization
  • Bachelor's degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and three years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or Associate degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and four years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or High School or General Educational Development (GED) diploma and seven years of relevant experience in programming and applications analysis including the design and maintenance of an integrated database system; or an equivalent combination of education and experience.

Responsibilities

  • Assist with defining scope and estimates for new development work.
  • Support quarterly upgrade to Oracle cloud by assessing its impact on reports.
  • Gather reporting requirements from stakeholders and lead the design of efficient, scalable reporting solutions.
  • Provide technical direction and expertise related to reporting strategies.
  • Create and maintain design documents relating to reporting initiatives which may involve developing detailed data mapping and data transformation rules.
  • Develop and support Oracle Cloud Financials reports using Oracle provided reporting tools.
  • Responsible for designing, developing, and supporting various reports and data extracts.
  • Analyze requirements and architect appropriate solutions, with detailed design documents.
  • Ensures ad-hoc reporting requests are captured, prioritized and where possible create standardized dynamic reports to meet ad hoc reporting needs.
  • Responsible for sharing knowledge about reports and outbound integrations with other team members and IT Customer Support team throughout the life cycle of project.
  • Collaborate with Finance and Accounting teams to define and document reporting requirements.
  • Maintain expert-level skills in Oracle ERP reporting tools, specifically BI Publisher (BIP), OTBI, and FRS.
  • Develop and maintain an up-to-date knowledge of Oracle quarterly product updates and the impact on reports and outbound integrations.
  • Participate in cross-functional discussions to analyze requirements and recommend effective solutions.
  • Evaluate and optimize existing reports, ensuring performance, scalability, security, error logging, and auditing, and propose modifications to meet business needs.
  • Develop and implement automation strategies for reporting and simplify report delivery and usage wherever possible.
  • Plan and document projects to test architectural proposals, explore industry trends and new technologies, and provide guidance to senior management.
  • Support outbound data integrations and reporting processes within Oracle Cloud Financials.
  • Assist in incident resolution and service requests related to Oracle Financials.
  • Monitor and maintain existing reporting processes to ensure accuracy and efficiency.
