About The Position

Work for the IMF. Work for the World. The Division of Facilities (DF) is responsible for the full lifecycle performance of the organization’s-built environment—from daily operations and service delivery to capital planning, design, construction, and long-term asset renewal across headquarters and field locations. Reporting to the Division Chief (DC), the Deputy Division Chief (DDC), Operations & Planning, Design and Construction (OPS + PDC), has oversight of the performance, governance, and outcomes of both Facilities Operations and Capital Projects delivery. This role provides leadership over two mission-critical portfolios: Operations—ensuring safe, reliable, efficient, and resilient facilities services day-to-day; and Planning, Design & Construction (PDC)—ensuring disciplined delivery of capital programs that modernize, renew, and expand the facilities portfolio. Acting under the supervision of the Division Chief, the DDC serves as the primary point of accountability for facilities performance across both operating and capital domains The DDC is the main point of contact for the HQ2 Asset Lifecycle Replacement Project, overseeing the work of the PDC Section and of the contractors and vendors engaged in that project. In managing that project the DDC will work closely with the Strategy, Resources and Risk Management Unit (SRU) to ensure budgetary accountability and with DF and Departmental Leadership to maintain accountability and reporting.

Requirements

Educational development, typically acquired by the completion of a relevant advanced university degree in Real Estate, Facilities, Hospitality, Design and Construction or related field, supplemented by a minimum of eleven (11) years of work experience; or a bachelor's degree in Real Estate, Facilities, Hospitality, Design and Construction or related field, supplemented by a minimum of seventeen (17) years of relevant professional experience is required.
In the alternative, a minimum of three (3) years of experience in a related position at Grade A13, or equivalent, is required.
Proven leadership and management experience, including staff and budget oversight, and the ability to provide strategic and operational guidance.
Strong analytical and strategic thinking skills, with the ability to synthesize diverse inputs and maintain an enterprise-wide perspective.
Extensive experience in construction and delivering large and complex capital projects, including in ensuring accountability for timelines and budget.
Demonstrated capacity to lead change, assess current practices, and implement innovative solutions in collaboration with senior stakeholders, including the ability to apply innovation and leverage technologies such as Agentic and Generative AI to enhance operational efficiency across the services.
Excellent communication, interpersonal, and coaching skills, with a strong record of collaboration and relationship-building across internal and external stakeholders.

Responsibilities

Along with the other DDC, support the DC in developing and executing the Division’s strategic direction, goals, and priorities in alignment with CSF’s and the Fund’s goals and objectives.
Under the general direction of the DC, plan, manage, and oversee service delivery within assigned areas, including delegation, performance monitoring, and progress reporting.
Lead and supervise staff within the DDC’s areas of responsibility, including performance management, coaching, mentoring, and professional development.
Advise on facilities risk, infrastructure resilience, capital needs, and delivery of capital projects.
Leverage external best practices, benchmarks, and innovation, including through the use of technology, to continuously improve service delivery and performance for the areas under the DDC’s purview and advance analytics and dashboards for transparent performance reporting.
Build strong partnerships with client departments and collaborate with other CSF divisions to ensure integrated and high-quality service delivery.
Act on behalf of the DC, as needed, and represent the Division in departmental, interdepartmental, and Fund-wide forums.
Provide oversight and day-to-day management of the Facilities Operations section.
Establish and monitor KPI-driven performance management for maintenance and service delivery.
Ensure emergency preparedness, business continuity, and resilience planning for the Fund’s facilities operations.
Drive operational excellence through standardization and smart building technologies.
Primary responsibility for the day-to-day oversight of the HQ2 Asset Lifecycle Replacement Project, including operational oversight of the PDC Section and the vendors and contractors engaged in that project; budget management and reporting, working closely with SRU and divisional and departmental leadership.
Provide oversight of the capital portfolio from project planning through closeout across HQ and field locations.
Ensure capital decisions are informed by operational risk, performance data, and maintainability requirements.
Oversee the execution of Capital projects and maintain budgetary discipline across the Capital portfolio from planning to execution.
