The Digital and AI Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through: • Building digital infrastructure and data platforms (including AI, cloud computing and digital public infrastructure) • Protecting institutions, businesses, and citizens through cybersecurity and data • protection & privacy • Developing ICT sectors and supporting digital entrepreneurship, skills, and jobs • Implementing and digitalizing digital government services that improve accountability and transparency • Supporting the Vice presidencies of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sectoral specific AI strategies, and designing sectoral AI solutions • Coordinating the operationalization of the WBG Digital Strategy as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators. • For more information: https://www.worldbank.org/en/topic/digital Duties and Responsibilities The Digital Analyst will have the following key duties and responsibilities, noting the work program might be adjusted based on business needs and evolving priorities: DAWDU Pipeline, Portfolio, and ASA Monitoring /Research and analytics: • Support the Lead Digital Specialist and Senior Operations Officer based in Washington, DC in monitoring the Unit's lending pipeline, and ASA on a regular basis by collating and analyzing data and following up with the TTLs on the milestones and deadlines. • Contribute to active monitoring and analysis of DAWDU’s pipeline and portfolio, including identifying risks and issues, monitoring and analyzing portfolio data (including Trust Funds), and preparing tables, reports, presentations, and materials for operational updates, portfolio reviews, and portfolio deep dives. This includes identifying cross cutting issues and key trends and presenting clear, data driven insights for management and staff. • Support DAWDU’s rapidly expanding regional integration (RI) portfolio, including the West Africa Regional Digital Integration Project (WARDIP) Phase 1 (portfolio), the West Africa Regional Digital Integration Project (WARDIP) Phase 2 (later for Board approval in March 2026), and the Central Africa Regional Digital Integration Project (CARDIP - pipeline). This entails close coordination with all Washington based TTLs, monitoring implementation readiness, aggregating inputs, and providing analytics and reporting across these regional operations. • Follow-up with TTLs and the Senior Operations Officer to prepare inputs for AFW deliverable meetings, and on regular portfolio housekeeping matters. • Support monitoring of DAWDU’s commitments to regional MOUs and reporting on Corporate Commitments Contribute to and coordinate preparation of briefing notes, talking points and presentations produced by the Unit, including collecting and preparing background data tables and graphs and contributing to the analysis and preparation of the PPT. • Contribute to regional initiatives led by DAWDU, including implementation of the Cotonou Declaration, the digital-energy nexus agenda (M300), and the DAWDU Disbursement Task Force. This will require close collaboration with the Lead Digital Specialist, the Senior Operations Officer and the global team based in Washington, DC, to track progress, support cross-country coordination, and prepare related analytics and reporting. DAWDU Quality assurance and operational support to task teams: • Support the Lead Digital Specialist and Senior Operations Officer in review and quality assurance of Unit's operational products (mostly IPFs) at all stages of the project preparation, including draft Concept Note packages, PADs, Negotiation packages, Board packages, restructuring packages, AMs and MLs, ISRs, ICRs, and various other operational documents that require PM's clearance and/or decision. • Support ICR authors on planning and ensuring the appropriate process of ICR preparation and assists the Lead Specialist and Senior Operations Officer with ICR quality review by bringing knowledge and experience with Bank Operations, sector, region, and ICR Guidelines. • Serve as DAWDU’s champion on Operations Workspace and Standard Reports and assists task teams in a time-sensitive and constructive manner in resolving operational issues (including related to the Operations Workspace, use of standard reports, etc.) and follow up with ITS, Ops and OPSC helpdesk teams, as needed. • Support task teams and contribute to the preparation and supervision of selected investment projects and ASAs. Assignments will be discussed and agreed with the Practice Manager. Support teams working in countries under Fragile and Conflict-affected Situations. • Participate periodically in missions as needed to support assigned teams and deliverables. • Coordinate with the AFW Development Effectiveness unit on quality review of documents and packages submitted for the Regional Vice Presidency approval/clearance.

Requirements

  • Strong educational and professional background, including a Master's degree or higher in digital transformation in the public sector, Information Technology, Computer Science, Engineering, or a related field.
  • Have at least 3 years of relevant experience in digital transformation, project management, or a related field, demonstrating the ability to excel in this role.
  • Have good technical and operational skills as evidenced in a proven track record in supporting Bank TTLs with preparing projects and supporting project implementation and supervision or similar type of projects/products for other public and/or private entities; knowledge and experience in World Bank Group Policy and Procedure Framework (PPF) is not mandatory but would be a plus.
  • Demonstrate ability to prepare regular reports and updates on project implementation, highlighting key achievements, challenges, and recommendations for improvement.
  • Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
  • Strong client engagement skills, taking responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or project success.
  • Good conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy as evidenced in a proven track record of research works, consulting works, position papers, etc.
  • Solid understanding of digital infrastructure, technologies, digital transformation of society, and digitally enabled business model trends relevant to socio-economic development in West and Central Africa and enthusiasm to stay abreast of new innovations.
  • Ability to communicate and collaborate effectively with excellent written and verbal skills in English and at least one of the Region’s official languages (French, Spanish, or Portuguese), engaging with government officials, private sector partners, and other stakeholders.
  • Ability to draft and present reports and publications on digital development initiatives and best practices.
  • Capacity to participate in policy dialogue and represent organizations in meetings, workshops, and conferences.
  • Proven ability to function effectively as a team member of multi-disciplinary teams and resolve conflicts constructively.
  • Possess experience in Central/West Africa, with some understanding of the regional context and challenges.
  • Worked on digital development projects in Central/West African countries to effectively support digital development initiatives in the region, fostering collaboration and achieving impactful results.
  • Willingness and ability to travel.
