Reporting to the Executive Director – Engineering and Infrastructure, the Director - Engineering and Infrastructure is responsible for providing innovative technical and strategic leadership to projects within the Capital Facilities and Engineering Department. Responsible for ensuring regulatory compliance related to OSHA, TJC, DPH and City of Boston and other relevant regulatory agencies. Responsible for supporting the development and management of an annual budget and capital plan for reporting departments. Job Description: Primary Responsibilities: Oversees all aspects of program management including project safety, design programming and management, estimating, master schedule, and master planning. In collaboration with management, develops and implements programs to improve operational efficiencies and effectiveness through workflow improvements using data and management systems. (essential) Develops and manages the Construction Safety program in collaboration with the Director of Environmental Health and Safety (EH&S), Director of Maintenance Operations, Director of Planning and Permitting, Senior Manager of Facilities Operation and Compliance, and Director of Emergency Management. (essential) Develops and manages an annual budget and capital plan for reporting departments. Oversees the development and maintenance of a ten-year comprehensive capital plan. (essential) Develops and procures design, construction and related contracts in collaboration with the Director of Facilities Program Controls Group. (essential) Responsible for developing and managing the communication of project information to the Medical Center, advising the BIDMC community of anticipated work and associated coordination required to execute the projects safely with minimal impact to operations. (essential) Ensures regulatory compliance related to OSHA, TJC, DPH and City of Boston with respect to Capital Projects. Monitors capital projects during planning, execution, and at completion to ensure project quality assurance and compliance with Federal, State, and City of Boston regulations/codes. (essential) Oversees all aspects of Facilities Engineering, including Structural, Mechanical, Electrical, Plumbing, Building Envelope, Utilities, Building Controls, Fire Alarm, Fire Suppression, Abatement, and Energy engineering projects and personnel. (essential) Responsible for development of a Facilities Condition Assessment and system specific capital plans to be used as a means of organizing yearly requests for capital funding and project management resource allocation. (essential) Serves as the primary Engineering resource at BIDMC to senior management, internal departments, architects, regulatory agencies, general contractors and other major constituents. (essential) Participates in the preparation of design criteria documentation and commissioning specifications for facilities infrastructure. Plans, develops, conducts and coordinates engineering activities. Responsible for the programming, design, procurement and construction of large and complex non-Infrastructure projects. (essential) Has the authority to direct and support employees daily work activities. Has the direct responsibility to undertake the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: More than 7 Indirect Reports: 6-10 Has full responsibility for planning, monitoring and managing department budget.
