About The Position

The Director of Programs oversees the development, implementation, and evaluation of programs designed to support individuals experiencing homelessness. This role provides leadership and supervision to program staff, ensures compliance with funding requirements, and promotes effective, client-centered service delivery.

Requirements

  • Bachelor’s degree in human services field or a related discipline, or equivalent combination of education and experience.
  • Minimum 3 years of leadership or supervisory experience in program management or social services.
  • Experience developing, implementing, and evaluating programs that serve vulnerable populations.
  • Knowledge of homelessness systems, housing-first practices, and trauma-informed care.
  • Experience working with individuals experiencing homelessness, including those with mental health concerns, substance use disorders, or complex service needs.
  • Knowledge of grant compliance, program reporting, and program outcome measurement.
  • Experience working with HMIS or similar data systems.
  • Strong interpersonal, leadership, and team-building skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities and respond effectively in high-pressure situations.
  • Demonstrated commitment to equity, inclusion, and respectful service delivery.
  • Fingerprint clearance and background check required.

Nice To Haves

  • CPR/First Aid certification preferred.
  • Mental Health First Aid, Peer Support, or Community Health Worker certification preferred.
  • Valid driver’s license preferred.

Responsibilities

  • Provide leadership and supervision to the Programs team, including Housing Case Management, Front Door Specialist, and other related program staff. Ensure program operations align with organizational goals and client service standards.
  • Develop, implement, and evaluate new and existing programs to expand services for individuals and families experiencing homelessness. Monitor program effectiveness and adjust services to meet evolving community needs.
  • Supervise program staff, interns, and program leadership. Provide coaching, support professional development, and conduct performance evaluations to ensure high-quality service delivery.
  • Oversee training efforts for program staff to ensure they are equipped with the skills necessary to provide high-quality services, including trauma-informed care, housing-first practices, and crisis response.
  • Ensure programs provide comprehensive services including assessment, case management, health referrals, employment support, and connections to community resources that promote housing stability.
  • Maintain and strengthen partnerships with local service providers, healthcare partners, and community organizations to expand services and improve coordination of care for clients.
  • Assist with grant reporting, site visits, and compliance with funding requirements. Ensure programs operate in accordance with contractual obligations and program guidelines.
  • Collaborate with the Executive Director and Director of Finance to understand program budgets and ensure expenditures remain within funding allocations.
  • Supervise program data management efforts and oversee the agency’s use of the Homeless Management Information System (HMIS) to ensure accurate, timely, and confidential data collection and reporting.
  • Work collaboratively with the Executive Director and other agency leadership to develop and implement policies, procedures, and operational standards that support program success.
  • Represent Flagstaff Shelter Services in meetings, committees, and community events to promote program initiatives and strengthen partnerships.
  • Respond to off-hours emergencies and participate in on-call rotations alongside other agency leaders as needed.
